Yes, Countries do have spies, but the real problem is your spies were using turkish passport and they were planning sensational actions in Libya and Turkiye will be accused for these actions since they pretended to be turkish citizens.

Do you want me to post the million cases where spies/hitmen have used another country's passport? That's standard practice. They will do whatever they can to gather intelligence and achieve their objective.

Remember the Israeli hitmen that assassinated the hamas guy in UAE? They all had European passports (from diff nations). Turkish spies are also doing this. Every spy from every country probably has a foreign country's passport. It's messed up, but it's standard practice for every nation.
