That man is Padma Vibhushan( second highest civilian honor after Bharat ratna) Anil Kakodkar, former chairman of Atomic energy commission till 2007 founding member of India's Thermonuclear program and had been part of it till his retirement.

Probably no one knows more about India Thermonuclear program than Anil Kakodkar. So if he says something about Indian Hydrogen bombs, no one can dismiss it as none knows any better.
