2 witnesses and a wali from bride's side is the only requirement. Even a Nikah Khuwan is not required and marriage isn't needed to be registered.

Concealed relationship is the one in which a couple is the only witness of the marriage. But when they bring witnesses to it (two sane Muslim witnesses), the marriage is valid.

I have a question.. If someone has a wife in Lahore and he contracts another marriage in Islamabad.. and he announces the second marriage to the whole city.. will it be valid or he must announce it in Lahore as well?
Spreading news of the marriage

Sheikh Al-Fawzān stated: It is obligatory, or even a condition according to some of the Scholars to spread the news of the marriage. Either way, it is a must to do so – and the intent behind announcing the marriages is that they are not kept secret.

The Prophet said, “Announce the marriages.” (Ahmad and Al-Hākim) He also said, “Announce this marriage and strike the drum for it.” (Tirmidhi and Ibn Mājah) The beating of the “duff” (drum) by the women is a type of announcing because whoever hears it, comes to know that a marriage has taken place – and they rejoice, and the people supplicate for the marriage to be blessed. This is not to be accompanied by other musical instruments as that is prohibited by textual evidence. As for specifically playing the drum, then it is allowed on the occasions of marriage for the purpose of announcing the marriage and happiness.

From the types of announcing is to carry out a “waleemah” (a meal or feast for invited guests), either upon the contract of the marriage or upon the consummation of the marriage. The Prophet (peace and blessing of Allah be upon him) said: “Perform a waleemah (a wedding feast for guests) even if it is with one sheep.” (Bukhari and Muslim)

I have been living in Saudi Arabia for quite sometimes and my overall life that I spent in UAE and Saudi is over 20 years so I know closely their Arab cultural and social life.
Yes! women r more open in these countries to go to court and demand for divorce when they have even minor family disputes and this is the reason that here the divorce ratio is almost 50%. I m sure with the social and family binding Pakistan is still much much better in terms of divorce ratio. I hope you wouldn’t like Pakistan to follow them, if we open up such doors the destruction of family unit is imminent.
Any woman can go to court for sexual satisfaction reasons or dowry or ill treatment but keeping in mind our social system how many actually go?I m sure very little. So giving reasons to make a way is wrong.
Now as u mentioned that arabs r not a benchmark I said it in the context of an acceptable approach to deal with the problem of men marrying secretly, if u don’t like arabs example I m sure u will hardly find any other examples even In india Bangladesh Malysia or Indonesia turkey or Iraq where government approves mandatory permission from first wife. So in short no other country or Ulema did ijtehad that’s commonly accepted in the Muslims world as a whole.
In Indonesia its must to perform umrah/hajj before getting married which is not again the ruling of Islam but it’s created for their society same we r doing with this law in Pakistan which is wrong.

There is a reason why every wedded couple have to arrange Waleema/feast after nikah to publicly announce their relationship as husband and wife.

In prophets times people go for trade or business in other countries and they marry there as per their wish or need like in Syria or Egypt etc but they never had to take permission from first wife so this law is unIslamic.

Husband should clearly inform the first wife about second marriage before or after the nikah for a better relationship with the first wife and state should encourage men to go for second or third or fourth wife so that the widows, divorced women get into a family unit instead of becoming a source of evil in the society or being a burden on brothers and father.

In Pakistani culture this law will definitely back fire and complicate the families.
This mentality of "log kua kahain hey" has ruined Pakistani society for decades. It has its goods, but it also has its bads. A woman should not fear the society and/or community when trying to get justice. She should not have to choose between being labeled "aisee aurat" just because she wants to claim her rights which her husband is denying her.

And about the whole divorce ratio situation. It's common knowledge that the reason Pakistan has low divorce rate is not because marriages are successful, but rather because the woman is told to be quiet and accept her conditions because that's the norm, or else she'll be labeled as "gharelu key bighayr wali aurat"

If a woman could go to the Prophet PBUH just because her husband was impotent, and not fear that she'll be considered petty or unwoman-like, then we shouldn't fear divorce rates rising because women want to demand their rights. Men in Pakistan need to start treating their women better as per Islamic law.

The main reasons of our society is the lack of interest and knowledge of Quran and Ahadeeth. Common people don’t bother to learn the wisdom from Quran and Ahadeeth.

Are some of the many reasons of family disputes that lead to divorce.
This is true that women has to sacrifice in most cases but that’s how our society has been developed. It can’t be changed without following our religion.
Illicit relationship outside wedlock is haram
At the same time if married life is not going good and for the sake of children if both men and women don’t want to seperate and a man want to go for the second wife it’s should be made easy.
There should be a court who could listen to men’s concerns as well and should help in for a man to have second wife
This would help in giving many widow orphans and divorced women to live as a family. In Pakistan normally people hesitate to have a divorced or widow instead making it their life miserable. In Arab countries divorced women easily get into a second marriage as compared to Pakistan that’s why people consider divorce as a curse here.
To protect this situation women has to believe and accept the ruling of Islam for husband’s rights of more marriages.

It’s fact that in most of the cases women had to suffer but there is positive effects as well in the form of low divorce rate and longer family life.

Law should be made for consultation with both husband and wife with Quran teaching to make them understand that husband has the right for more marriages while maintaining the first wife and wife has to acknowledge that and husband under no circumstances has to right to beat abuse or insult the wife or her family
He should share his love care and respect to all his wives.
In Jannat both will live together again if both successfully manage to enter Jannat with the blessings of ALLAH so companionship here is temporary but in Jannat it will be forever then why to object here for second marriage where as in Jannat the wives will be living with 70 Hoors.

I explained in detail what's the opinion of majority.

A valima can be given to 5 people only as well. That fulfills the valima.

The marriage will remain valid according to three schools of thought without announcing, and only according to Imam Malik, the announcement is necessary.

Also, I asked a question, what if someone marries a second time in another city and he announces the marriage in that city, not the first city, will the marriage remain valid in one city and not another?
