99% of military laws and acts made/ written by army themselves and for benifit of themselves . they just send gov to sign .

Doctrine of Necessity is the doctrine introduced by Pak Supreme Court for transfer of power from civil hands to Military hands..using this doctrine Army supremacy is justified via Judiciary.. so half culprit is Judiciary also.. people say Bureaucracy is bad but Armed forces have had Reservation in CSS (famous name Major Romail of Kargil fame who is DG Rangers im Sindh AFAIR)..

A hunch otherwise why he is driving a 1992 model unregistered vehicle, that alone is a violation of a dozen laws. Who gave him this privilege to have an unregistered vehicle and drive around killing children? The question is other than blatantly violating the Motor Vehicle laws, does he even have a valid drivers license? was his blood alcohol level checked?

Active soldiers are tried under military courts according to military penal code which is a government law. After the judgement is passed he will be handed over to the police and subsequently to jail authorities,
