No it's a misconception. People in developing countries, whether in Asia or Latin America, are not remotely as racist as Whites. They don't have their own versions of KKK, Stormfront, Nazi & holocaust past, complete genocide & annihilation of natives of 3 continents and the list goes on..
The only country in the developing world that I can agree is as racist as Whites is India because of their religion, which inspired Nazism (Aryan, Swastika, Brahmin -> herrenvolk, Untouchable -> untermenschen etc.)
You have to read local news to know something about that, because is not mainstream press.
I'm spaniard and I often read read news about Latin America in local newspapers.
The racism of Mexican people against Central American and South America people is beyond of imaginable for a white spaniard .
You can believe what you want, but I will say one simple thing: In developing poor countries to be racist against foreigners is a matter of survivalism, they can not afford to be generous with strange people.
In developed countries middle-class people are very little racist, the most racist are low-class people who aspire to the same jobs than foreigners.
