This year in Ladakh season I hope to ride through Kashmir. Safe? Srinagar. Drass or Kargil. Then Leh. Not a big group. Max 2-3 of us.

Absolutely safe. The hatred is not like Bihar - that is comes out just like that.
JnK is safer than Delhi to be honest. Even if people don't like you, they won't harm you. And don't worry about petty crimes either. Things have changed, but even now, people hardly steal stuff. Thetricky places are those like Ganderbal, Doda, Poonch. But tourists hardly go there. Even then you won't be at risk. I assure you about it.

Go to the villages - in and around Islamabad(aka Anantnag)...try going to Mattan - a solitary road right from the town. The only town in Kashmir with Hindu majority.
People are much more hospitable in the villages. City folks are conditioned in a different way. I used to be frisked 23 times from one part of Srinagar to the other. Necessary, but leaves a bad taste.

They have to apply from scratch. Many are cancelled citing various reasons/excuses.
Officially they are eligible according to the Ranvir Code. But see the stats - even in this election the RSS went almost door to door of Pandit homes all over the country to enroll the names in electoral list. Even then only 16% of Habba Kadal constituency voted.

Two of my female friends from that area n I have been there two yrs back. She also complained the discrepancies in voter list, they couldn't vote this time.....
