It's a CLC-3 Low altitude air defense radar designed to detect UAV and Helicopters. It served as a Radio frequency receiver of an illuminating radar of inbound airborne objects. It's a derivative of Czech republic AD radar which Russia left to Czech before the collapse of Soviet Union.

China was negotiating a deal with Czech to buy VHF radar which Czech Republic developed to detect low RCS objects.

Czech Republic supplied a lot of ex soviet radar Technology to China which Czech Republic stopped now under the pressure from America. YLC and CLC series are mostly development of Czech Republic supplied brochures and technical designs of VHF and UHF radar.
After all China is the master of reverse engineering.
