Ministry of Railway and Suresh Prabhu today said that financial bids for 12000 HP locomotives to be manufactured here with MAKE in India in mind in Madhepura ,Bihar have been opened. And Ministry of Railways have received 3 bids.

Hitachi is also a part of Japanese consortium which will sell India about 200 Electric locomotives for our Western Freight Corridor rated a 9000HP with TOT.

Earlier This year NDA government gave nod to
FDI projects for Indian Railways, I quote the article
"As per the proposed plan, two locomotive factories would be established in Madhepura and Marhora which are in Bihar. Total investments in each of these factories would be Rs 1200 crore, which means total investments would be worth Rs 2400 crore. These two projects would be under public-private partnership with Railways having 26% and foreign investors having 76% stake.

Factory in Madhepura will manufacture 800 electric locomotives over a period of 11 years. Each of such engine would be 12,000 Horse Power strength. Out of 800, it has been proposed that 5 would be imported and 795 would be manufactured in-house.

Marhora factory will manufacture 4500 Horse Power and 6000 Horse Power diesel locomotives, using modern technology. Over a period of 10 years, this plant is expected to produce 1000 diesel engines for Indian Railways. 700 locomotives of 4500 HP and 300 locomotives of 6000 HP would be manufactured.

Both of these projects are part of 8 high profile 8 infrastructural projects being monitored directly by the Prime Minister Office.

Request for Proposals (RFP) documents for both of these projects are ready, which have all the financial details and conditions related with the FDI in these factories. Bidding have already started, and as per insider reports, global engineering biggies Alstom, Siemens, GE and Bombardier are vying for the Madhepura electric locomotive project meanwhile GE and EMD are shortlisted for Marhora factory.

Ministry will open up the bidding as on August 31, 2015, and finalize the contractors. 2 pre-bid meetings are scheduled before that.

There are two FDI proposals cleared for Locomotive manufacturing in Bihar - Madhepura will have electric locomotive plant and Marhora will have diesel locomotive plant,

US's General Electric (GE) and Caterpillar's Electro-Motive Diesel (EMD) - are vying to bag the diesel locomotive plant at Marhora.

Marhora factory will manufacture 4500 Horse Power and 6000 Horse Power diesel locomotives, using modern technology. Over a period of 10 years, this plant is expected to produce 1000 diesel engines for Indian Railways. 700 locomotives of 4500 HP and 300 locomotives of 6000 HP would be manufactured.

Three global companies have submitted financial bids for setting up of a modern electrical locomotive factory in Madhepura in Bihar at the cost of nearly Rs 1300 crore.

NEW DELHI: Marking first major FDI offer in the railways, three global companies have submitted financial bids for setting up of a modern electrical locomotive factory inMadhepura in Bihar at the cost of nearly Rs 1300 crore.​

Siemens, AlstomBSE -1.34 % andBombardier have submitted price bids for setting up the factory in a joint venture model to manufacture 80 state-of-the-art locos per year at an estimated cost of Rs 1296 cr, said a senior Railway Ministryofficial.

The bids will be evaluated by the tendering committee and the lowest bidder will be announced by September-end.

While railways will have 26 per cent equity, the successful bidder will have 74 per cent equity in the JV project.

Though General Electric had shown interest in the project at the initial stage, it opted out of the price bid later.

Dubbed as first major project under 'Make in India' initiative in the public transporter, the successful bidder will manufacture 800 locomotives after getting contract award in Bihar.

While 5 locos will be imported, the rest 795 will be manufactured at Madhepura as part of the project. Maintenance of the locos will also be the responsibility of the company and for this it will set up two maintenance sheds at Nagpur and Sharanpur.

The factory will produce locos with 12,000 horse power required for heavy hauling of goods in a faster speed on the Eastern Dedicated Freight Corridor. Currently 6000 HP electric locos are operational in the rail network.

The factory will come up at 300 acre of land and it will be the responsibility of railways to acquire the land for the project.

While 120 acre is required for setting up of the factory, 155 acres will be utilised for building township as per the project requirement.

"We will pay compensation under the Railways Act and compensation money has been deposited with the state government," said the official, adding "Till now about 60 acres have been acquired and rest will be in due course."

Railways will sign the land lease for 30 years with the bidder company on normal market rent.

As per the bidding condition, land has to be handed over within 90 days of awarding the contract and the total contract will be for about for 18 years, he said.

There will two maintenance sheds will be set up at Nagpur and Saharanpur for the state-of-the-art locomotives.

The Madhepura unit will also be allowed to export locos after fulfilling railways demands.

Cleared by the Cabinet in 2006 during Lalu Prasad regime, the ambitious project dragged over for eight years before finally the bidding document approved by the cabinet in January 2014.

l'm more concerned with that Diesel loco factory as 5000 or higher HP locos are required for required throughput on DFC. Present WDG 4 and WDG 5 would almost be required in twins to achieve balancing speeds of 70-80 kph with 8000 ton trains proposed on DFC. Now with proposed WAG 10 and 11 this won't be a problem but higher Diesel output is definitely required and hence this proposed WDG 6 at 6000 HP is required. here it looks EMD might be having an edge.
 
forgot to add one data, railway is trying to achieve a ratio of 1.5 HP per ton of trailing load for freight traffic. For DFC this may rise to 1.8, so you can appreciate why higher HP is required. this basically is to avoid stalling during strartup on steep grades.

What about the proposed passenger locomotive with 7000hp power output?
thats WAP 7D. however as of now the only thing thats coming for sure is MUed WAP 5 for 160 kph service of 22+ coaches.

but sir,how are we going to run non ac lhb coaches at that sort of speeds ? wouldn't it cause problems of dust ingress etc ?

its actually for future. the thing was a high hp loco is required to do 150 kph plus and hence the suggestion of WAP7D came. WAG 9 and WAP 7 use a transformer LOT 7500 that can actully feed for 7000 hp with some modifications but the problem is with CBC couplers used in ICF coaches wrt to tractive power control. Moreover it was difficult to requalify WAP 7 with operational 160-180 kph speed (it essentially is a regeared WAG 9 afterall) owing to vibration tests etc.
so a better option (it isn't IMHO)was to permanently couple 2 WAP 5s.
now what railway is planning is to increase length of existing Rajdhanis and Durontos from existing 19 to 24 coaches with HOG provision. These trains as you know earn a higher fare and can do upto 160 (tracks permitting). so initially WAP 5 twins are for them and slowly when more trains switch to LHB rake probably we will see them there as well. and as you mentioned there surely will be some safety features added to coaches as well.
 
Ranchi Garibrath with a WAP 7 with ICF coaches does 130 km/hr. Some modifications should allow them to run at about 150 km/hr.
