such thinking is misplaced.

regarding the IED itself, there is nothing to gloat over the explosive power and its destruction. even one dead is one too many. 1kg explosive is devastating. newer technologies and ingredients make smaller easier to conceal explosive much more deadly.
the supporters of takfiri ideology dont even try to hide themselves they march and preach openly against the state. they have a cult following and they come out to take over any religious related incident to impose their version of Islam and in other times they act as sleepers for Daesh and TTP. Indian agencies dont even have to get involved directly. the experience of Jadev has made them more cautious.
best solution is cross border covert operations against planners, launching pads and training camps. and IBOs against the sleepers and cult followers of red mosque leadership.
