The army and civilian government are not independent, some aspects of this nations governance are still overlooked by the army. This includes our foreign policy, our security apparatus and number of others important things where the civilian government does not have any say. No other country takes their spymasters or army chiefs for high level talks with other governments.
As for Benazir, she utilized the anti-India sentiment on a number of occasions, perhaps you need to listen to her speeches about Pakistans need for going nuclear and the threat from India. Similarly she did not end any of her tenure and her stance eventually got her killed.
Just because PPP is in power, it does not mean that the establishment is quiet and inactive.
Elected governments do not mean much in this country.
