Russia orders new Project 23550 Arctic corvettes
Nicholas de Larrinaga, London - IHS Jane's Defence Weekly
06 May 2016

Russia has ordered two Project 23550 ice-class armed patrol boats, the Russian Ministry of Defence (MoD) has announced.

The class is described (in Russian) by the MoD as being "without analogues in the world", and combining "the qualities of tug, ice-breaker, and patrol boat".

The two vessels ordered will be built by Admiralty Shipyards in St Petersburg and are scheduled to be delivered to the Russian Navy by 2020.

The MoD specifies the Project 23550 class as being able to break ice up to 1.5 m thick. A concept image released by the MoD showed the vessel armed with a medium-calibre main gun on the foredeck (likely an A-190 100 mm naval gun), a helicopter deck and hangar, and two aft payload bays each fitted with a containerised missile launch system (akin to the Club-K system offered for export) armed with four erectable launch tubes - presumably for either Club anti-ship or Kalibr-NK land-attack missiles. Although billed as patrol boats, this level of armament makes them better armed than many corvettes.

MOSCOW, April 25. /TASS/. The Russian Black Sea Fleet’s frigate Admiral Grigorovich has hit a surface and an air target during drills in the Mediterranean Sea, the fleet’s press office reported on Tuesday.

"The frigate’s crew practiced a battle with an enemy’s surface ships in the eastern portion of the Mediterranean Sea. During the drills, the frigate conducted artillery fire on the surface target," the press office said.

The frigate’s crew also conducted artillery fire against an air target and carried out jamming measures. The Admiral Grigorovich’s crew successfully detected a floating sea mine, dodged it and destroyed it by fire from the AK-630 automatic shipborne artillery system, the fleet’s press office reported.

"The warship continues accomplishing missions as part of the Russian Navy’s permanent task force in the Mediterranean," the press office said.

Admiral Grigorovich is designed for anti-ship and anti-submarine warfare as well as for air defense missions, operating both independently or as part of convoys and naval task forces

MOSCOW, April 24. /TASS/. Russia’s Poliment-Redut seaborne missile complex will be fitted out with three types of missiles unified with the S-350 Vityaz ground-based air defense system, Almaz-Antey Aerospace Defense Group Chief Designer Pavel Sozinov said on Monday.

"The Poliment-Redut-R R&D work is focused on developing small-, medium-and intermediate-range missiles for arming the relevant ships," he said in an interview published in Natsionalnaya Oborona (National Defense) magazine.

"Poliment-Redut surface-to-air missiles have been unified with the S-350 Vityaz air defense system," the chief designer said.

All new-generation missiles are being developed with active homing heads and the inertial guidance system and feature very high maneuverable characteristics for hitting the entire range of attack means, Sozinov said.

This year, Almaz-Antey defense contractor will celebrate the 15th anniversary of its establishment.

RYBINSK, April 25. /TASS/. The problem of the Russian Navy’s dependence on imported gas turbine engines has been fully resolved, CEO of Russia’s United Engine-Making Corporation Alexander Artyukhov reported to President Vladimir Putin on Tuesday.

The head of the Russian state visited Saturn research and production association where he viewed the assembly and testing workshop of shipborne gas turbine engines and gave start to the tests of the domestically-made gas turbine propulsion system for the Navy.

The United Engine-Making Corporation’s chief executive, and also Saturn Managing Director Viktor Polyakov who were demonstrating one of the engines to the Russian president noted that now "the problem of dependence on Ukrainian engines" had been fully resolved in Russia.

Russian Deputy Prime Minister Dmitry Rogozin noted that the project "is not just the launch of new engine production but marks the beginning of a new sector, gas turbine engine-building.

"Up until now, all shipborne gas turbine engines were assembled only in Ukraine, in Nikolayev. Today is the day of the actual launch of a new sector, shipborne engine-making," the vice-premier said.

As the Russian deputy prime minister said, the new sector was created within a record short period of time - actually within two years and a half from the day a decision was made.

"These will be very diverse assemblies of various sizes, including for air cushion ships," Rogozin said.

"We have never done this before. They [the Ukrainian side] thought that they had driven us into a corner and that we would be unable to finish the construction of frigates. But we have done this," the Russian vice-premier said.

MOSCOW (Sputnik) – Russia’s Navy will get two new Project 20360M armament transport ships before 2021, the country's Defense Ministry said Friday.

Earlier in the day, the main ship of the project was laid down at the Russian Vympel shipyard.

"Vympel will build two seagoing armament transport ships of the 20360M Project before 2021," the ministry said in a statement.

The ministry noted that the key vessel would be named "Gennady Dmitriev," adding that delivery of ammunition to Russian naval bases would be the ship’s main goal.

The ships of the project will also have reinforced hull, including a double bottom and sides.

Russian Vympel Shipbuilding Plant, based in the city of Rybinsk, has been operating since 1930 and supplies vessels for 29 states around the globe.

Highlights:

Since the Russian president is essentially politically infallible domestically, the Kuznetsov’s failure [it's troubled recent journey to/from Syria] was ultimately declared a victory. Moreover, the Navy was victorious in the battle. Hence, the Navy will most likely obtain maximum funding under the next rearmament program (see EDM, March 14).

A few months ago, experts assumed that the Navy would be the main victim of the inevitable reductions in the military budget in conditions of economic crisis. But Putin unexpectedly said, at the meeting of the military-industrial Commission, in Rybinsk, in late April, “By the end of 2016, the share of modern weapons and equipment in the Navy was about 47 percent. At the same time, the total share of modern equipment and weapons in the Armed Forces as a whole is 58.3 percent […] we must solve the problem: within the next three years, by 2020, the share of modern weapons and equipment both in the Army and Navy should rise to 70 percent… The Navy must have a balanced ship fleet capable of carrying out the full range of peacetime and wartime tasks in the near and far maritime zones, ensuring Russia’s naval presence in all strategically important regions of the World Ocean” (Kremlin.ru, April 25).

However, hopes that the Kremlin will invest in hugely ambitious projects such as the construction of a new aircraft carrier will most likely prove mistaken. Just days before Putin’s speech, Defense Minister Sergei Shoigu expressed a more modest approach: that frigates similar to the Admiral Gorshkov will become the mainstay of the Russian Navy. “Such multi-purpose frigates, equipped with long-range precision weapons, should become the Navy’s main combat ships in the near future,” Shoigu told the defense ministry’s board meeting (Mil.ru, April 21).

With the emphasis now on frigates, the vessel Admiral of the Fleet of the Soviet Union Gorshkov becomes the navy’s lead warship. ... They are specifically armed with Onyx and Caliber cruise missiles and Poliment-Redut anti-aircraft missile systems (Vzglyad, April 21, 2017; Gazeta.ru, July 15, 2016).

However, this project has serious problems. Only the lead ship of the series managed to obtain a gas turbine engine constructed at the Ukrainian Zorya-Mashproekt manufacturing plant. As the result of Russia’s war against Ukraine, starting in early 2014, all sales of Ukrainian-built military components to Russia were stopped. At the end of April 2017, the Russian government announced that it was able to start naval ship engine production at the Saturn plant in Rybinsk. The newspaper Vedomosti, quoting a source “close to the defense ministry” announced that the first М90FR engine for new frigates can be expected in 2019 (Vedomosti, April 21).

Another problem afflicting project 22350 frigates is that the defense enterprise Almaz-Antey still has not managed to finalize the sale of its advanced Poliment-Redut air-defense system to the Navy. A source in the Russian Military-Industrial Commission stated that Almaz-Antey broke the state defense order “because of its catastrophic backlog of the Poliment-Redut, mainly associated with the failure of the technical characteristics of the 9M96, 9М96D and 9М100 anti-aircraft guided missiles” (Gazeta.ru, July 15, 2016). “Because of Almaz-Antey’s failure to meet its development work on the Poliment-Redut and Shtil [naval version of the Buk anti-air missile], meeting the delivery dates of the project 22350 Admiral Gorshkov and project 11356 Admiral Makarov ships are now also under threat,” Deputy Defense Minister Yuri Borisov said in late March (TASS, March 24).

Thus, it is not particularly likely that Russia will have a “balanced” fleet within the next two years.

KALININGRAD, May 16. /TASS/. The crews of over 50 warships, support vessels and fast-attack craft of the Baltic Fleet are undergoing home station training - in the Baltiysk Port, Kaliningrad Region, and in Kronstadt, the fleet’s official representative Roman Martov said.

"The crews of the Nastoichivy destroyer, the Steregushchy, Soobrazitelny, Boiky and other corvettes, fast-attack missile craft, large landing craft, anti-submarine warfare frigates, minesweepers - over 50 warships and support vessels in total - are taking part in maritime exercises, in which they train to battle, cruise, prevent damage at berth, and counter sabotage at home stations," Martov elaborated.

After completing these and other tasks, the ships will enter a sea test range for weapons training in various tactical environments.

The fleet’s representative noted that ships will have more exercises during the summer period, starting from June 1. Apart from the planed maritime exercises, the Baltic Fleet ships will go to the Mediterranean Sea, the Indian Ocean and the Arctic and also take part in international maneuvers.

The joint Belarusian and Russian exercises, West-2017, will be the most important event in the Baltic Fleet training, Martov added.

MOSCOW. May 27 (Interfax-AVN) - Strike groups of ships will conduct joint artillery and missile-firing exercises at sea-based, aerial and coastal targets during the large-scale drills in the Caspian Sea scheduled for September 2017, the Russian Defense Ministry said.

"Joint artillery and missile-firing exercises at sea-based, aerial and coastal targets will be conducted during the upcoming large-scale naval task forces drills in the Caspian Sea in September. Both single ships and strike groups [will be involved in the drills]," the press service for the Southern Military District said in a statement obtained by Interfax-AVN on Saturday.

Over 200 combat surface vessels and about 500 servicemen are currently engaged in training as part of preparations for these drills at the stationing sites, the port of Makhachkala in Dagestan and the backwater of Zolotoy in Astrakhan, the press release said.

In particular, "drills in air defense of ships are conducted, and objectives in detection and capture of aerial targets, training for and firing from air defense artillery systems and other air defense means are practiced during them," the press service said.

A flotilla of Russian surface ships successfully held anti-submarine drills in the Mediterranean Sea, a Russian Black Sea Fleet official said on Saturday.

Saturday saw Russian surface ships taking part in rocket firing drills aimed at destroying a simulated enemy submarine in the Mediterranean Sea, according to Russian Black Sea Fleet spokesman Vyacheslav Trukhachev.

He said that "the scheduled tactical exercise of a surface ship division of the Black Sea Fleet and the Russian Navy's permanent force in the remote zone wrapped up in Mediterranean."

"The ships practiced destroying an imaginary enemy submarine with rocket-propelled depth charges," Trukhachev asdded.

He also said that after a simulated escort operation as well as drills to conduct anti-aircraft, anti-submarine and anti-sabotage defense, the Smetlivy guided missile destroyer performed rocket firing on an air target from with the Volna system.

Shortly after, the Smetlivy along with the Russian frigates Admiral Grigorovich and Admiral Essen successfully destroyed a sea target, Trukhachev said.

In March 2016, the Russian Defense Ministry reported that the Smetlivy destroyer of the Russian Navy's Black Sea Fleet departed from the country's southwestern port city of Sevastopol to join Russia's naval force in the Mediterranean later that month.

The Admiral Grigorovich and Admiral Essen frigates are designed for anti-ship and anti-submarine warfare as well as for air defense missions, operating both independently or as part of convoys and naval task forces.

In late April 2017, the Admiral Grigorovich detected a naval "mine", evaded and destroyed it during drills in the Mediterranean, according to the Black Sea Fleet's press service.
