sorry to burst your bubble but an overwhelming majority of those are locals, and a big percentage of the "foreigners" are Pakistani origin expats traveling back on western passports etc, the rest are maybe a small handful of Chinese engineers etc posted there on infra projects or something of the sort, unfortunately not too many genuine foreign tourists are there to explore your country/culture, 1 million is a very tiny figure anyway, even if they were to be all high end tourists who spend a lot, it wouldn't be enough to sustain an industry, which sort of explains why you don't have one.
