Japan Set to Test Stealth Jet as Abe Boosts Defense Focus

Japan is closing in on becoming the fourth nation to test fly its own stealth jet, a move that could further antagonize neighboring Asian countries who’ve opposed Prime Minister Shinzo Abe’s bid to strengthen the role of its armed forces.

The aircraft is scheduled to make its maiden flight in the first quarter of 2016, Hirofumi Doi, a program manager at the Ministry of Defense, said in an interview in Tokyo. The plane, called Advanced Technology Demonstrator X, will then be handed over to the nation’s self-defense forces, which will start conducting their own tests, he said.

The plane made by Mitsubishi Heavy Industries Ltd. will strengthen Abe’s military ambitions after he succeeded in pushing through U.S.-endorsed legislation to allow Japanese troops to fight in overseas conflicts, despite concerns abroad and at home. Japanese militarism is a particularly sensitive topic for China and South Korea because of the aggression they endured before and during World War II.

“The security environment around Japan is becoming increasingly complex and Japan needs to maintain air capabilities commensurate to those of other air forces in the region,” said Rukmani Gupta, an analyst in New Delhi at IHS Jane’s. “Should the ATD-X test be deemed successful, it is very likely that Japan will pursue production of a next-generation fighter.”

Missile Space
The 14-meter-long (46-foot-long) jet, equipped with engines from IHI Corp., will cost 40 billion yen ($324 million) to develop, Doi said. The ATD-X could become the basis for a new fighter jet to replace the nation’s F-2, said Takahiro Yoshida, a director in the ministry.

If Japan decides to make a fighter jet version, its engines would be about three times the strength of the stealth jet’s, and the plane would have enough space to store missiles, Doi said.

It’s not a given that Japan will go ahead with the project.

"These experimental fighters are an exercise in the realm of the possible," said Lance Gatling, head of aerospace consultancy Nexial Research. "In terms of international relations, it’s a bargaining chip. They can say: ’We did a credible job on this, we may just build our own if you don’t give us a better deal or you don’t give us a portion of the production in Japan.’"

Fifth Generation
IHI is supporting flight tests of the latest jet, said Yuki Takahashi, a Tokyo-based spokeswoman. Hideo Ikuno, a spokesman for Mitsubishi Heavy in Tokyo, declined to comment on the jet’s development.

The U.S., Russia and China have all built and flown stealth planes, known as fifth-generation jets, which are harder to detect by radar. Other countries such as India and Turkey also are developing stealth jets, according to Gupta at IHS Jane’s. South Korea and Indonesia are also investing in the joint development of a next-generation fighter aircraft, he said.

Japan will have a stealth fighter jet capability in coming years even without replacing its F-2s. The country placed an order for 42 of Lockheed Martin Corp.’s F-35 jets in 2011. The planes are the Pentagon’s costliest weapons program, and Japan will use them to replace jets made more than three decades ago.

The Japanese government will make a decision on a replacement for its F-2 fighter jets by the end of March 2019, Doi said.

“We’re building this in preparation for the development of a new fighter jet,” Doi said. “Neighboring countries are developing stealth jets and so this research is to allow us to understand what technology is needed for such a project.”

Earlier this week, Benjamin David Baker gave a good account of the stealth fighter projects in the Asia-Pacific, including in China, South Korea, Japan, and India. But not all of the major defense players in the region can (or want to) develop their own fighters. Big spenders like Malaysia, Australia, Canada, Indonesia, and others may seek fifth generation fighters in the future. Where are they planning to buy?

How soon would you like your fighter?

Are you planning to start a war soon, or do you feel like you need to deter an aggressor in the short-term? Unfortunately, almost all of the fifth generation fighter projects have suffered from long delays and serious cost overruns. Only the F-22 Raptor is currently active. The F-35 is moving toward real operational capability, and the J-20 and PAK FA will probably get there in a few years. The J-31 is anyone’s guess, but will probably come next. The Indian, Japanese, and Korean projects are entirely notional at this point, but 2025 might represent an optimistic assessment.

So, if war is in your near-term plans, think the F-35. If not, you have the luxury of some time to make a decision.

Are you friends with China?

China has never demonstrated a lot of discrimination with respect to arms transfers. However, it is deeply unlikely that the People’s Republic would be willing to sell stealth fighters to its potential enemies in the South China Sea. This strikes Vietnam and the Philippines right off the list. Fortunately for discerning customers, however, Beijing doesn’t yet have the diplomatic heft to prevent sales from other countries, including India and Russia. The F-35 or the PAK FA might fit the bill for countries on the outs with China.

Are you friends with America?

Questions about its overall effectiveness aside, the F-35 contains a number of extremely sensitive U.S. technologies. The recent decision to veto the transfer of four of these technologies to South Korea demonstrates just how closely the United States guards its most advanced assets. This suggests that the United States will approach export with a certain degree of care. It probably means that while Australia, Japan, Canada, and South Korea can count on the F-35′s availability, anyone else would be a hard sell. This may even include India, which has enduring disputes over technology with the United States.

Are you committed to your fighter actually existing at some point in the future?

Many countries seek a fighter that may, at some point, exist. Other countries are less particular. The picky ones, however, may want to avoid such speculative projects as the KF-X and the ATD-X, which at this point serve primarily as the makework projects of the Korean and Japanese aerospace industries.

How important is cost?

We don’t yet have good price data on the fifth generation fighter projects, and the complications associated with technology transfer and other elements of a deal make it hard to arrive at exact figures in any case. No matter what, the price for a stealth fighter will be high, both in terms of initial purchase and in long-term maintenance.

The flyaway cost for the F-35A is supposed to settle between $100-$130 million by the end of the decade. Estimates range widely for the PAK FA, but it may come in at around $100 million. The J-31 will probably be a bit less, perhaps $75 million. In order to maintain their stealth characteristics (and their sophisticated electronics) all of these jets will require substantial maintenance and lifecycle upgrades.

Do you want to bomb things, or shoot things down?

The existing stealth fighters concentrate either on the strike or the air superiority missions, with the F-22 and PAK FA specializing in the latter, and the F-35 and J-20 concentrating on the former. The F-22 is right out, but assuming everything comes together, the PAK FA looks like a wicked air-to-air platform that could give any enemy strike package a very bad day.

The F-35 can do air-to-air combat, sort of, but does its best work in conjunction with a wide array of ancillary assets that may not be available to every export customer. The J-20 is thought of mainly as a strike fighter, and the J-31 will probably amount to a second-rate version of the F-35. Any of these will do if the focus is on strike rather than air supremacy.

WTF? Japan is not under rated. They have private company involvement plus the technology including engine technology and most of all, they have cooperation with AMerica better than even comparable to Britian. They are not over-rated.
They have issues, labor issues and some but thats not too bad in comparison to China wipping out stealth saussages which are still prototypes. Thats not good use of resources. Expecially seeing the differences in each prototype, seems China has a bigger budget than needed.
I expect PLAAF to have stealth aircraft before even Russia or Japan. However, Russia, and India will introduce the necessary tactics and technology for anti-stealth operations since the Russians have already sought such technology in the 80s,
