Nahid revealed the statistics in Parliament in an answer to a query from ruling Awami League MP AFM Bahauddin Nasim on Tuesday.

He also highlighted the initiatives taken by the government to increase the rate.

Speaker Shirin Sharmin Chaudhury chaired the question-answer session.

Nahid quoted the figure on rate of literacy from the Bangladesh Bureau of Statistics.

Answering a question from Narayanganj lawmaker Golam Dastagir, the minister said 60 schools in the capital were using English version of textbooks.

At present, 16,087 schools and 2,363 colleges were getting Monthly Pay Order (MPO) facilities, he said answering MP Firoza Begum Chinu.

In reply to Wasika Ayesha Khan’s question, Nahid said 27,558 madrasas, and technical and vocational institutions were enlisted for the facilities.

The minister said 6036 educational institutions were outside the MPO coverage and that the ruling party enlisted 1,624 private schools for MPO in 2010.

He said directed by the prime minister, they were framing a policy on the MPO.

Answering Patuakhali’s AKM Jahangir Hossain, Nahid said 133 secondary schools in Upazila level were nationalised after independence.

Seventy of them were schools for girls.

He also said, answering another question, there were 55 primary teachers’ training institutes in 52 districts.

If its actually 70% on the ground, then congrats to B'desh. You are catching up with India quite quickly on this front. We hope to catch up with you on Health as quickly in the coming years.

According to UNESCO, the literacy rate of BD is 83.18% shown in the link you posted.

Indian method of calculating literacy from the age of 7 is retarded at best. You can't classify a 7 year old child with A, B, C, D knowledge a literate person. What is the Indian literacy rate for 15+ population? I think it is very similar to BD.
 
That is UIS estimation, not a concrete number.

Hence why I said "projects" in my initial post.

Hence why I used UNESCO where the definition is standardized at 15+ years for adult population.

Check the website and defintion.

When India uses the 7+ definition, it ends up being a lot higher than the UNESCO figure.

^Thats census data from 2011, Hence why UNESCO makes projections for years like 2015 between them (on top of its own surveys).

Sudden spurts may happen, its not impossible....but I would wait for Bangladesh to do its Census for strong confirmation.

There are many such statements and yearly reports happening from surveys within countries all the time....but I prefer to go by international standardized data or Complete Censuses.

So I go by UNESCO which says the literacy rate for B'desh is 62% and India is 72% roughly for Adult population (15+)

I do hope that India and Bangladesh both exceed the UNESCO projections and we will see this for sure only in their next census.

UNESCO Data is very incomplete. It didn't cover all countries in all years, some omitting totally such as Germany.

Indian literacy in 2011 for 7+ years was 74%. So it might be around 80% at maximum currently. So we can assume adult literacy in India is about 70%.

They tend to not care much about developed countries. Its just automatically assumed they have 99%+ literacy.

Indian literacy in 2011 for 7+ years was 74%.

And its 15+ literacy rate was 69.3%. The ratio between the two is 69.3/74 = 0.936

In 2013 a target of 80% of 7+ literacy was given by the then HRD minister

India will see 80% literacy rate by 2015, promises HRD minister - Firstpost

Using the same ratio of 0.936, this corresponds to a 15+ Literacy of .8*0.936 = 74.9%.

So we can assume adult literacy in India is about 70%.

That's why we will have to wait for a complete census to be undertaken (when is the next one due for B'desh?) or at least a quality survey with sample parameters + methodology given.

Till then I rely on UNESCO http://www.uis.unesco.org/Education/Documents/UIS-literacy-statistics-1990-2015-en.pdf than cherry picked govt propaganda presentation (Awami league is even tooting their own horn on page 1).

I mean according to WB, Literacy rate, adult total (% of people ages 15 and above) | Data | Table

He said he took the figure from Bangaldesh Bureau of Statistics, and I tried looking there, but cant find anything regarding 2015 literacy rate. Anyways, if a later proper census shows this jump to be the case, I will heartily accept it then.

Actually, the so called international organizations, be it UNESCO, World Bank, IMF, UNDP, basically relies on the data from the national agencies for such statistics; their budget and other resources do not permit to hold individual surveys in each country. When the national data is not available, they publish their estimations based on the previous data, which is, in my opinion, even more worthless.
