My Analysis : This is the new generation of S-129 !

Can Iran come into some kind of agreement with Russia or China to use their satellites for the time being for controlling its drones?
 
That would not be recommended as they can access your sensitive data.
Not as long as we are not on opposite sides I guess. On the other hand even if we had our own satellites, the signals could be intercepted and overheard so the only thing that can prevent that from happening is encryption that can be used with their satellites as well

Dude like every person every country has it's dirty little secrets which they dont want anyone to know even it's their best friend. I am sure your military command will agree with me.

Not necessarily their satellites. Iran can build the satellite itself (at least its sensitive parts) and then have Russia or China send it to geostationary orbit. Because that is what Iran can not do right now, sending to geostationary orbit. With sanctions gone, this should be possible now.

The most viable scenario so far. Turkey also builds its own sattelites such as Gokturk II and let China send it into orbit on Long March 2D orbital carrier rocket.

None of your policies will ever come close to creating an SLV with the succes rate the Long March family has. It only failed once out of the nearly 100 launches and according to some sources Iranian SLV have a poor succes record. So i doubt Iran would risk losing sattelites.
