It's because they have mixed with the local Khattars to some extent, and also with their hindko speaking Tareen neighbours in Haripur. They are hindkowan in the true sense of the word, i'e Potohari/Pahari + Pashtun mix breeds. The Khattaks of Makhad on the other hand though, are purer and still speak Pashto I think.

And Chachi is a very small community.

Only certain hindko speaking tribes are pathans like jadoons, tareens etc Hindko is not race.
 
True, but not every hindko speaking person identify as pathan. Awans and others for exemple.

These days even some Khattars of Attock have started claiming a Pashtun origin. Whenever a tribe in Hazara+Potohar region gets confused of their origin, they start claiming some sort of "non hindu" descent.

Tanolis may not be exactly of Pashtun origin but it seems they migrated from eastern Afghanistan, Ghazni and must have been in close interactions with neighboring Pashtun tribes there. There were many tribes of non-Pashtun origin which became part of Pashtun nation e.g Shilmanis of khyber agency were Tajiks but became part of Afghans/Pashtuns.Similarly Farmulis were also Tajiks but identified themselves with Afghans in India, they were very powerful constituents of Lodhi empire. At one point in history , in Afghanistan, Tanolis might have been part of Pashtun nation, but losing the traits and culture when settled in Hazara. No matter how much you deny it, there are pashto speaking Tanolis in ghazni and paktiya provinces of Afghanistan.

The second thing about them is that their clans have typical Potoharish names. In Potohar, most clans end at the term "-aal", which means "aulaad". Tanolis are divided into Hindwaal, Phulaal clans, which sound very Potohari/Paharish. Pashtuns use the "zai" system or the pan-Iranic "-ni" system.

Khattar MNA identified as khattar in the article I found about Pak MNA caste/trbes, kakezai MNA also just identify as kakezai. Kakezai are baically trading caste in punjab like khatris/sheikh/khojas.

Otherwise if one reads british sources then lots of clans came with Ghazni. For exemple punjabi clan Waraich is also believed to have came with Ghazni and settled in Gujrat. And many others including awans etc

But most Khattars I believe claim a mythological descent from Qutub-Shah through a son named "Khattar Khan"(lol). A good number of Khattars claim a Chauhan rajput origin.

Interesting and convincing point regarding their clan names. I agree that they are certainly not of Pashtun stock but it is highly probable that they migrated from eastern Afghanistan.

Yes there can be posiblity who knows, its not like people needed visa to move around. I mean we are talking about places which are just few hundreds miles from each other. So similar sounding clan names could possibly have similar origin in ancient times.

Moving and settling down in new places was very difficult in old times, in this region tribes were displaced through wars and conquests. For example its not that marwats abandoned South Waziristan of their own free will and chose dry area like Lakki, they were beaten and expelled from waziristan by Mehsuds and Wazirs in battles.

I think many Pashtun tribes are victims of political wrangling and battle. The Afghan nationals seem to have control of the process of deciding who is more or less pashtun. For example you will notice that often the Burkis and Niazis are often considered non pashtun even though they are more or less pashtun and counted among pashtuns by most philosophers and historians like the jadoon and tareen people.

I believe the problem with these tribes is only the fact they are inclusive and have taken heavy part in the Pakistan army andother institutions. This is something those Afghan nationals cannot swallow and hence with their monopoly of "pashtunness" declare them non pashtun. Any tribe that is known to be extremely patriotic is condemned in this way. What is happening is that the more Pakistani a people are, the less they are treated as pashtuns and more as "sell outs" as some burger khor afghans would refer to me.
