Russia wants to boost air force presence in Tajikistan

Russia wants to expand its air force deployment to Tajikistan and is in talks with Dushanbe for joint use of an air base in the former Soviet republic, the Russian ambassador to Dushanbe said on Tuesday.

Russia already has an infantry base near Dushanbe with up to 7,000 troops stationed there and last year deployed four attack and transport helicopters to a nearby Ayni air base.

Ambassador Igor Lyakin-Frolov told reporters the Russian and Tajik governments were in talks over an agreement that would allow Russia joint use of the Ayni base and to expand its presence there.

Tajikistan, which borders Afghanistan, is seen by Russia and the West as a possible conduit for Islamist militants. The Ferghana Valley, a fertile and densely populated strip of land that straddles Uzbekistan, Tajikistan and Kyrgyzstan, is considered to be the heart of Islamist militancy in Central Asia, whose main target is Russia.

Moscow last year launched a campaign of air strikes in Syria to help President Bashar al-Assad take on various rebel groups as well as the Islamic State militant group.

In November Russia's security service said it had arrested 10 people from Central Asia with links to Islamic State who planned to carry out attacks with firearms and explosives in Moscow and St Petersburg.

MOSCOW (Sputnik) – Russian troops deployed at the 201st military base in Tajikistan carried out counterterrorist drills, the press service of the Russian Central Military District said in a statement on Friday.

"At the 201st military base located in the Republic of Tajikistan the troops liberated a military facility from a simulated enemy during counterterrorist drills," the statement said.

The troops blocked and killed simulated terrorists under cover of military vehicles and trained search and clearance of improvised explosives.

The drills focused on the speed of the decision-making process and coordination of activities aimed at blocking and targeting the simulated enemy as well as demining the facility.

Russia’s outpost in Tajikistan houses the largest ground force of the Russian Army outside the country. The current lease contract expires in 2042.

MOSCOW. Jan 29 (Interfax) - Russia will pay Kyrgyzstan $4.5 million per year for hosting its military base, according to the parties' agreement.

Under the document, published on the official legal information portal, Russia will be using a communications center over an 811.2-hectare area and a testing base and part of the water in Lake Issyk-Kul.

"The annual fee for the use by Russia of the land plots and the water part shall amount to an equivalent of 4,502,495 U.S. dollars," according to the document.

All Russian military formations based in Kyrgyzstan shall have the status of a joint military base unit, the document said, without disclosing troop numbers.

YEREVAN (Sputnik) — The 102nd Russian military base in the Armenian city of Gyumri is as vital component of national security, Armenian Defense Minister Vigen Sargsyan told Sputnik Wednesday.

"We consider its [military base’s] presence as a very important component of our country’s security system," Sargsyan said.

He also characterized the Gyumri base as the significant element within the military and political spheres of the Armenian-Russian cooperation as well as an important factor of deterrence.

Sargsyan pointed out that after extension of the agreement on its location, the base became responsible not only for the security "within the perimeter of the former USSR external border," but also for the security of Armenia as a whole.

The official added, that the increase of the base’s staff numbers is not relevant at the present moment.

"Increase in the number of staff can never be a goal in and of itself, it should respond to the specific challenges of a specific situation," Sargsyan said.

The Russian 102nd Military Base is located in the Armenian city of Gyumri, and is part of the Joint CIS Air Defense System. On August 20, 2010, Russia and Armenia prolonged the agreement on the base location until 2044. The treaty also stipulates the expansion of the base’s geographical and strategic responsibility.

BISHKEK (Kyrgyzstan), (Sputnik) — Russia and Kyrgyzstan have agreed to strengthen military and technical cooperation to face terrorist and criminal threats, Russian President Vladimir Putin said Tuesday after talks with his Kyrgyz counterpart.

"We agreed to actively strengthen bilateral, military and military-technical cooperation. We confirmed a common understanding that the Russian military base's presence is an important factor in ensuring stability and security in the Central Asian region," Putin said.

He noted that talks with Almazbek Atambayev centered on threats facing the Central Asian region, including anti-terrorism, drug trafficking and cross-border organized crime.

"If Kyrgyzstan ever says that we have strengthened our armed forces so much that this base is not necessary, we will leave that same day," Putin said. "We have no need to deploy a military contingent, it is associated only with ensuring the security of Kyrgyzstan itself."

He echoed Atambayev's statement earlier that their high-level talks did not focus on the expansion of the existing Russian base in the Central Asian republic.

"If Kyrgyzstan finds it necessary to do so, then we will have discussions, but bear in mind that this is also an additional cost to us," Putin stressed.

MOSCOW (Sputnik) – Russia and Tajikistan will hold joint counter-terrorism drills on March 27-30, the press service of Russia’s Central Military District informed in a statement.

"On March 27-30, 2017 joint command and staff exercises will be held on operating a combined group of forces of the Armed Forces of the Russian Federation and the Republic of Tajikistan," the Friday statement says.

According to the release, the drills will be held at training fields of the Tajik Defense Ministry, as well as at the Russian 201st Military Base in Tajikistan.

In January, Russian troops deployed at the 201st military base in Tajikistan held counter-terrorism drills.

MOSCOW (Sputnik) — Russia and Tajikistan launched joint anti-terrorist command and staff exercises on Monday, which will be conducted until March 30, the Russian Defense Ministry said in a statement.

"In accordance with the plan of cooperation between the Ministry of Defense of the Republic of Tajikistan and the Russian Defense Ministry, a joint Russia-Tajikistan counterterrorist exercise has started in Tajikistan. The exercise is taking place on March 27-30, 2017,” the statement read.

During the drills, the servicemen of both countries will work out cooperation of troops in the joint operations against illegal armed groups, the ministry added.

The exercise is held in the Khatlon region in southern Tajikistan at the ranges of Harbmaidon, Momirak, Moskovsky, Laur, and Sambuli.

Russia and Tajikistan are bound by a 1997 agreement on cooperation in the sphere of defense and prevention and elimination of emergency situations.

The Russian military base in Tajikistan houses the largest ground force of the Russian Armed Forces outside the country. The agreement on establishment of the base, created by reorganizing the 201st division, expires in 2042.

The crews of Tu-22M3 long-range bombers and Tu-95MS strategic missile carriers will take part in the drills


MOSCOW, March 28. /TASS/. Russian Tu-22M3 long-range bombers and Tu-95MS strategic missile carriers will take part in joint Russian-Tajik drills on March 27-30, the Russian defense ministry said on Tuesday.

"Crews of Tu-22M3 long-range bombers and Tu-95MS strategic missile carriers will take part in the practical part of the joint Russian-Tajik exercises that will be held in Tajikistan," the ministry said.

The Russian warplanes will perform long-hour flights to drop bombs and make simulated missile launchers at unfamiliar testing grounds in Kharbmaidon, Momirak and Moskovsky in Tajikistan, the ministry said.

Apart from that, according to the ministry, special parachute systems Arbalet will be used to perform airdrop drop missions from Il-76 planes.

The Joint drills will be held on March 27-30.

YEKATERINBURG, March 31. /TASS/. Over 2,000 servicemen took part in the final stage of a joint Russian-Tajik counter-terrorism exercises that ended at the Kharbmaidon training ground in Tajikistan on Friday, the Russian Central Military District’s press service said.

"During the final stage, the servicemen of the two states trained cooperation in detecting, blocking and eliminating illegal armed groups. Tactical maneuvers involved over 2,000 personnel and about 2,000 pieces of military and special-purpose hardware," the press service said in a statement.

The BTR-80, BTR-82, BMP-2 armored vehicles, T-72 tanks, 2S1 Gvozdika self-propelled howitzers and Grad multiple rocket launchers took part in the exercise.

Air support was delivered by a joint air group of Su-24M bombers, Su-25 attack aircraft, Tu-22M3 long-range bombers, as well as Mi-8 and Mi-24 multirole helicopters.

The joint drills began in Tajikistan on March 27.

Russia’s Iskander-M tactical ballistic missile systems have been deployed to Tajikistan for the first time for the Dushanbe-Anti-Terror 2017 drills of the Commonwealth of Independent States (CIS), Central Military District Troops Commander Colonel-General Vladimir Zarudnitsky told reporters on Thursday.


"The Iskander-M tactical ballistic missile systems of the Totskaya missile brigade have been deployed to Tajikistan for the first time for the joint Dushanbe-Anti-Terror 2017 drills," Zarudnitsky said. The An-124-100 Ruslan aircraft of the Russian Aerospace Forces was involved in the transportation effort.

During the drills, the military will fire a missile at a camp of simulated terrorists based in the mountains, Zarudnitsky said.

Russia has already deployed to the Central Asian country Sukhoi Su-24M (NATO reporting name: Fencer) frontline bombers from the Shagol airbase in the southern Urals, and Mi-8 and Mi-24 helicopters from Novosibirsk.


The Dushanbe Anti-Terror 2017 is the first exercise conducted by the CIS Anti-Terrorism Center and involving the armed forces of CIS member-states. The active phase of drills is due to begin in Tajikistan on May 30.

Russia had deployed a battery of Uragan rocket launcher systems to a military base in Tajikistan.

"The combat capabilities of the 201st military base are reinforced by a formed heavy battery armed with Uragan multiple rocket launcher systems," Col. Gen. Vladimir Zarudnitsky, commander of the Russian Central Military District, said Thursday.

Zarudnitsky underscored that the fighting strength of the facility will continue to comply with international agreements.

The BM-27 Uragan is a self-propelled multiple rocket launcher system (MRLS), capable of firing 220 mm rockets from 16 launch tubes. A full salvo of 16 rockets can be fired in 20 seconds and can hit targets at a distance of up to 35 kilometers. The system can operate in a rugged mountainous landscape. The Uragan is highly maneuverable and can be emplaced in three minutes.

The Russian military base in Tajikistan houses the largest ground force of the Russian military outside the country. The base was base formed by reorganizing the 201st division. It is located in the city of Dushanbe and in the town of Kulob. In October 2012, Russia and Tajikistan signed an agreement extending the deployment term of the base until 2042.

The reinforcement of the 201st military base in Tajikistan with Uragan systems was due to the instability in neighboring Afghanistan, according to Dmitry Aleksandrov, a senior analyst at the Russia Institute for Strategic Studies.

"I think that the deployment of these systems is a warning to any destructive force that in theory could launch aggression from Afghanistan. Currently, the situation is not critical, but the reinforcement of the 201st base seems to be aimed at preventing potential threats," Aleksandrov said in an interview with Radio Sputnik.

According to the expert, this is a preventive measure and a "signal to members of extremist organizations."

He noted that within the Collective Security Treaty Organization (CSTO) Russia and its allies have the capability to repel potential aggression.

"I’d like to reiterate that as for Central Asia, there is a Russian air force base in Kant [in Kyrgyzstan]. It is part of the CSTO security mechanism. It also can be used if necessary. Such scenarios have been practiced during various joint drills. I think that Russia and its CSTO allies have enough capabilities to repel all kinds of threats in the region," Aleksandrov concluded.

In February, Russian President Vladimir Putin visited Tajikistan. He held talks with his Tajik counterpart Emomali Rahmon. According to a joint statement by Putin and Rahmon, Russia and Tajikistan will continue coordination of efforts aimed at ensuring stability and security in Central Asia.

"The sides will continue coordination of efforts aimed at neutralizing security threats coming from the southern direction against the Commonwealth of Independent States," the statement said.

According to the document, Russia’s 201st military base remains an important factor in ensuring stability and security in the region.

In late-March, Russia and Tajikistan conducted joint anti-terrorist command and staff exercises. During the drills, Russian and Tajik servicemen practiced coordinating actions in joint operations against illegal armed groups.

Meanwhile, in an interview with Russian media in April, Putin expressed hope that Russia will not have to use its military force deployed to Tajikistan over the situation in Afghanistan.

"We very much count on the fact that we will never have to use our armed forces, including our units of the 201st base in Tajikistan," Putin told the Mir broadcaster.

Afghanistan has been in a state of political and social turmoil, with government forces fighting the continuing Taliban insurgency. The instability has persisted in the country since the 2001 US-led invasion to defeat the Taliban and al-Qaeda in the wake of the 9/11 attacks in the United States.
