Most Chinese provincial areas relax one-child policy
Xinhua, 2014-07-10

Twenty-nine of 31 provincial regions in the Chinese mainland have relaxed the decades-old one-child policy, allowing couples to have a second baby if either parent is an only child, said a senior family planning official on Thursday.

East China's Zhejiang province took the lead to green-light the relaxed policy on Jan. 17 this year, while Xinjiang and Tibet have not made the move yet, Yang Wenzhuang, an official with the National Health and Family Planning Commission, said at a press conference.

As of the end of May this year, about 271,600 couples have applied to give birth to a second child, with 241,300 of them having been approved, according to Yang.

Last December, the Standing Committee of the National People's Congress, China's top legislature, adopted the policy and entrusted provincial congresses and their standing committees to make their own calls on implementation.

I don't need apply to anyone ... for the 3rd child

I think a Prosperous China will yield one child for most families anyway.....

Educated families tend to have fewer children.
Rich families can have as much children as their money can pay.

True. Nonetheless, the policy seem already to be having an impact in terms of boosting population for a healthy demographic growth.

Yes they can, but they won't because of materialism. Rich urban people use excuses like living cost is too high or work is too busy. But the real reason is that they dont want to give up their luxury life. They want to grow their wealth and status further by working competitively and running the rat race. Having children will slow them down.

Yeah, but super rich or powerful men often have affairs and illigimate children. That's a serious problem. And how do Chinese laws treat single moms and single dads? Is it illegal?

Many famous people have more than 5 kids.

Having a huge population is an asset for China not a liability. Westerners always advocate for smaller families because they are not reproducing and fear of a non white world. I think they duped Chinese in believing this BS for three decades now. Finally our leaders are waking up.

In order to reverse the gender imbalance in China, for the next twenty to thirty years, it is vital that Chinese family have an average of at lest 2 kids per family. This will guarantee more workers in the future to build more military hardware and keep the demographics at a younger age.

In every country, unless you're in Monaco, the super rich or elites are in the minority, extreme minority. So whether they have 5 kids and 3 concubines or not will not change the demograph of their country.

I'm talking about the middle class. They don't want to have many kids because kids slow down their rat race. This apply to all developed country, not just in Asia. They all can afford to have 2 or more kids if they're willing to live a more modest life.

Yea, illegal, we lock them up and waterboard them. What kind of question is that, is it illegal, geez, this question really says it all, in terms of how much people know of China.

It's legal in several countries, including Vietnam.

It should be wrote in the law that "any govt restriction cannot regulate the quantity of child lower than 2 for each family"
