RAW does not exist officially while IB has no legal right to conduct search and arrest, it has to ask local police to do so. There have been instances in UP where IB officers have been arrested when they have gone to inquire about about IM terrorists ( locals said that why were they enquiring when administration was with them ), Nitish shielded Bhatkal while Mamta is doing same with jamatis for vote bank and to certain extent because of her personal hatred for Sheikh Hasina.
