If he Visits with a Complete Camera crew with full publicity it is Propaganda dear sir . Visiting a Family can be done in Silence and complete privacy rather than using it as stage to spew political agenda . Plus using little girl to Draw out "Ooohhh's and Aaahhhhs" .While You Love your Country which i appreciate blindly defending anything and Everything is Sheer Stupidity .

If Indian PM visited the families of victims of 2008 Mumbai attacks with media coverage,would it be a propaganda?
Yes,these visits do have political messages,but saying it's propaganda is not fair and is very naive.

Ok , In that case it's My Bad . We in the subcontinent Do not Appreciate Politicians Visiting matyr's Family with Camera crew and all . Many matyr families have even refused to meet politicians over here atleast in India . Hospitals/Public Ceremonies is fine . But again i guess that's a cultural thing .
