Granular snow, snow doesn't turn grainy until it's pretty damned cold. Also the regions looks to be mountainous.

Its looks pretty cold.... trying patrolling in this area with ur windows rolled down.... and tell me how it feels.

I know this cause i have had this experience many times..........
