The US senate point of view is more important than just agree to transfer technology and material to Vietnam.

They treat to Vietnam just like 123 agreement to India, not same to others, like South Korea, Taiwan, UAE ..
Clearly, they have their belief that Vietnam would be a trusty partner, so they leave the right of enrich Uranium and recycling plutonium in Vietnam hands. ( to use when we need ). while remove that right in other 123 agreements
Vietnam would build nuclear powerplants by safest technologies, use imported equipments and materials from any source we choose, except China. You could see that our range of choice quite big : USA, Russia, France, Japan, Korea ... almost from any country, even China ( but we never use China technology and equipment due to safety aspect )
Nuke weapon is another tale, but not a fairy tale now.

Dude, get out of the cave and learn some new nuke tech. From now, with laser tech, people can enrich uranium in normal nuke plant.

China is a copy low tech country, but US tech is far different with u guys and of course, some 'cave men ' like u could never imagine why people can make nuke bomb inside normal nuke plant.
