U.S. Accuses Pakistan of Altering Missiles

WASHINGTON — The United States has accused Pakistan of illegally modifying American-made missiles to expand its capability to strike land targets, a potential threat to India, according to senior administration and Congressional officials.

The charge, which set off a new outbreak of tensions between the United States and Pakistan, was made in an unpublicized diplomatic protest in late June to Prime Minister Yusuf Raza Gilani and other top Pakistani officials.

The accusation comes at a particularly delicate time, when the administration is asking Congress to approve $7.5 billion in aid to Pakistan over the next five years, and when Washington is pressing a reluctant Pakistani military to focus its attentions on fighting the Taliban, rather than expanding its nuclear and conventional forces aimed at India.

While American officials say that the weapon in the latest dispute is a conventional one — based on the Harpoon antiship missiles that were sold to Pakistan by the Reagan administration as a defensive weapon in the cold war — the subtext of the argument is growing concern about the speed with which Pakistan is developing new generations of both conventional and nuclear weapons.

“There’s a concerted effort to get these guys to slow down,” one senior administration official said. “Their energies are misdirected.”

At issue is the detection by American intelligence agencies of a suspicious missile test on April 23 — a test never announced by the Pakistanis — that appeared to give the country a new offensive weapon.

American military and intelligence officials say they suspect that Pakistan has modified the Harpoon antiship missiles that the United States sold the country in the 1980s, a move that would be a violation of the Arms Control Export Act. Pakistan has denied the charge, saying it developed the missile itself. The United States has also accused Pakistan of modifying American-made P-3C aircraft for land-attack missions, another violation of United States law that the Obama administration has protested.

Whatever their origin, the missiles would be a significant new entry into Pakistan’s arsenal against India. They would enable Pakistan’s small navy to strike targets on land, complementing the sizable land-based missile arsenal that Pakistan has developed. That, in turn, would be likely to spur another round of an arms race with India that the United States has been trying, unsuccessfully, to halt. “The focus of our concern is that this is a potential unauthorized modification of a maritime antiship defensive capability to an offensive land-attack missile,” said another senior administration official, who also spoke on the condition of anonymity because the matter involves classified information.

“The potential for proliferation and end-use violations are things we watch very closely,” the official added. “When we have concerns, we act aggressively.”

A senior Pakistani official, also speaking on the condition of anonymity because the interchanges with Washington have been both delicate and highly classified, said the American accusation was “incorrect.” The official said that the missile tested was developed by Pakistan, just as it had modified North Korean designs to build a range of land-based missiles that could strike India. He said that Pakistan had taken the unusual step of agreeing to allow American officials to inspect the country’s Harpoon inventory to prove that it had not violated the law, a step that administration officials praised.

Some experts are also skeptical of the American claims. Robert Hewson, editor of Jane’s Air-Launched Weapons, a yearbook and Web-based data service, said the Harpoon missile did not have the necessary range for a land-attack missile, which would lend credibility to Pakistani claims that they are developing their own new missile. Moreover, he said, Pakistan already has more modern land-attack missiles that it developed itself or acquired from China.

“They’re beyond the need to reverse-engineer old U.S. kit,” Mr. Hewson said in a telephone interview. “They’re more sophisticated than that.” Mr. Hewson said the ship-to-shore missile that Pakistan was testing was part of a concerted effort to develop an array of conventional missiles that could be fired from the air, land or sea to address India’s much more formidable conventional missile arsenal.

The dispute highlights the level of mistrust that remains between the United States and a Pakistani military that American officials like to portray as an increasingly reliable partner in the effort to root out the forces of the Taliban and Al Qaeda on Pakistani territory. A central element of the American effort has been to get the military refocused on the internal threat facing the country, rather than on threat the country believes it still faces from India.

Pakistani officials have insisted that they are making that shift. But the evidence continues to point to heavy investments in both nuclear and conventional weapons that experts say have no utility in the battle against insurgents.


Over the years, the United States has provided a total of 165 Harpoon missiles to Pakistan, including 37 of the older-model weapons that were delivered from 1985 to 1988, said Charles Taylor, a spokesman for the Defense Security Cooperation Agency.

The country’s nuclear arsenal is expanding faster than any other nation’s. In May, Pakistan conducted a test firing of its Babur medium-range cruise missile, a weapon that military experts say could potentially be tipped with a nuclear warhead. The test was conducted on May 6, during a visit to Washington by President Asif Ali Zardari, but was not made public by Pakistani officials until three days after the meetings had ended to avoid upsetting the talks. While it may be technically possible to arm the Harpoons with small nuclear weapons, outside experts say it would probably not be necessary.

Before Congress departed for its summer recess, administration officials briefed crucial legislators on the protest to Pakistan. The dispute has the potential to delay or possibly even derail the legislation to provide Pakistan with $7.5 billion in civilian aid over five years; lawmakers are scheduled to vote on the aid package when they return from their recess next month.

The legislation is sponsored by Senators John Kerry of Massachusetts and Richard G. Lugar of Indiana, the top Democrat and Republican on the Foreign Relations Committee, as well as Representative Howard L. Berman, a California Democrat who leads the House Foreign Affairs Committee. Congressional aides are now reconciling House and Senate versions of the legislation.


Frederick Jones, a spokesman for Mr. Kerry, declined to comment on the details of the dispute citing its classified nature but suggested that the pending multifaceted aid bill would clear Congress “in a few weeks” and would help cooperation between the two countries.

“There have been irritants in the U.S.-Pakistan relationship in the past and there will be in the future,”
Mr. Jones said in a statement, noting that the pending legislation would provide President Obama “with new tools to address troubling behavior.”

Although the article says that America is trying to stop an arms race between the two nations; the recent American arms-deals with India suggest otherwise.

Articles such as these are purposefully published at times such as this in order condition the average American reader; which is an easy task considering they are as docile as cows.
 
This is one of the funniest & BS article of its nature. Harpoon in a land attack role ?? that also illegally altered by Pakistan ?? man whoever wrote this article and believes it, is a nut case. Definitely needs to get to a Psychiatrist.

If a test of such type of missile has happened in reality, it could be either a test of a Chinese AnSM assembled or purchased by Pakistan OR the Naval version of Babur Cruise Missile.

Because the development of a naval version of cruise missiles had been airing since many years, & the recent launch of Indian Nuclear Sub will definitely speed up the process of a naval launch capability by PN in the form of a ship/sub launched cruise missile.

Americans have to show concern over the Pakistani capabilty to develop missiles & other weapons, nothing new in this regard & our old neighbor has got old habit of crying over all kind of arms deal that Pakistan makes nothing new here as well & you know this article has got a great joke i.e."the so called modifications of Harpoon will spur a Arms race" :rofl: and tht america is trying to halt the arms race in south Asia, clearly writer dont knows about th P-8I & MMRCA deal where Americans are offering F-16IN & F-18SH,this shows the how qualified the writer of article is,then they are saying that Pak is ready to let americans inspect harpoon arsenal so wats the reason of this CRY,inspect them and get the things done, the article is stupid in such a way that it asks questions & answers it itself e.g its qouting Jane;s expert that Harpoon has not got any features to modify it for land attacks and now americans do trust Janes so on that basis the whole idea of modifying these harpoons is BS, with our neighbors collecting weapon arsenal from every corner of globe we have all the right in the world to develop and buy what ever is necessary to defend our selves & keep them away from a mis adventure, if good land based missile can cause an arms race (the one which americans r trying to contain hehaaa) then writer must take a good look at the weapons procured and under consideration systems which will be brought by our neighbor

Pakistan Is Rapidly Adding Nuclear Arms, U.S. Says

WASHINGTON — Members of Congress have been told in confidential briefings that Pakistan is rapidly adding to its nuclear arsenal even while racked by insurgency, raising questions on Capitol Hill about whether billions of dollars in proposed military aid might be diverted to Pakistan’s nuclear program.

Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, confirmed the assessment of the expanded arsenal in a one-word answer to a question on Thursday in the midst of lengthy Senate testimony. Sitting beside Defense Secretary Robert M. Gates, he was asked whether he had seen evidence of an increase in the size of the Pakistani nuclear arsenal.

“Yes,” he said quickly, adding nothing, clearly cognizant of Pakistan’s sensitivity to any discussion about the country’s nuclear strategy or security

Inside the Obama administration, some officials say, Pakistan’s drive to spend heavily on new nuclear arms has been a source of growing concern, because the country is producing more nuclear material at a time when Washington is increasingly focused on trying to assure the security of an arsenal of 80 to 100 weapons so that they will never fall into the hands of Islamic insurgents.

The administration’s effort is complicated by the fact that Pakistan is producing an unknown amount of new bomb-grade uranium and, once a series of new reactors is completed, bomb-grade plutonium for a new generation of weapons. President Obama has called for passage of a treaty that would stop all nations from producing more fissile material — the hardest part of making a nuclear weapon — but so far has said nothing in public about Pakistan’s activities.

Bruce Riedel, the Brookings Institution scholar who served as the co-author of Mr. Obama’s review of Afghanistan-Pakistan strategy, reflected the administration’s concern in a recent interview, saying that Pakistan “has more terrorists per square mile than anyplace else on earth, and it has a nuclear weapons program that is growing faster than anyplace else on earth

Obama administration officials said that they had communicated to Congress that their intent was to assure that military aid to Pakistan was directed toward counterterrorism and not diverted. But Admiral Mullen’s public confirmation that the arsenal is increasing — a view widely held in both classified and unclassified analyses — seems certain to aggravate Congress’s discomfort.

Whether that discomfort might result in a delay or reduction in aid to Pakistan is still unclear.

The Congressional briefings have taken place in recent weeks as Pakistan has descended into further chaos and as Congress has considered proposals to spend $3 billion over the next five years to train and equip Pakistan’s military for counterinsurgency warfare. That aid would come on top of $7.5 billion in civilian assistance.

None of the proposed military assistance is directed at the nuclear program.
So far, America’s aid to Pakistan’s nuclear infrastructure has been limited to a $100 million classified program to help Pakistan secure its weapons and materials from seizure by Al Qaeda, the Taliban or “insiders” with insurgent loyalties.

But the billions in new proposed American aid, officials acknowledge, could free other money for Pakistan’s nuclear infrastructure, at a time when Pakistani officials have expressed concern that their nuclear program is facing a budget crunch for the first time, worsened by the global economic downturn. The program employs tens of thousands of Pakistanis, including about 2,000 believed to possess “critical knowledge” about how to produce a weapon.

The dimensions of the Pakistani buildup are not fully understood. “We see them scaling up their centrifuge facilities,” said David Albright, the president of the Institute for Science and International Security, which has been monitoring Pakistan’s continued efforts to buy materials on the black market, and analyzing satellite photographs of two new plutonium reactors less than 100 miles from where Pakistani forces are currently fighting the Taliban.

“The Bush administration turned a blind eye to how this is being ramped up,” he said. “And of course, with enough pressure, all this could be preventable


As a matter of diplomacy, however, the buildup presents Mr. Obama with a potential conflict between two national security priorities, some aides concede. One is to win passage of a global agreement to stop the production of fissile material — the uranium or plutonium used to produce weapons. Pakistan has never agreed to any limits and is one of three countries, along with India and Israel, that never signed the Nuclear Nonproliferation Treaty.

Yet the other imperative is a huge infusion of financial assistance into Afghanistan and Pakistan, money considered crucial to helping stabilize governments with tenuous holds on power in the face of terrorist and insurgent violence.

Senior members of Congress were already pressing for assurances from Pakistan that the American military assistance would be used to fight the insurgency, and not be siphoned off for more conventional military programs to counter Pakistan’s historic adversary, India. Official confirmation that Pakistan has accelerated expansion of its nuclear program only added to the consternation of those in Congress who were already voicing serious concern about the security of those warheads

During a hearing of the Senate Armed Services Committee on Thursday, Senator Jim Webb, a Virginia Democrat, veered from the budget proposal under debate to ask Admiral Mullen about public reports “that Pakistan is, at the moment, increasing its nuclear program — that it may be actually adding on to weapons systems and warheads. Do you have any evidence of that?”

It was then that Admiral Mullen responded with his one-word confirmation. Mr. Webb said Pakistan’s decision was a matter of “enormous concern,” and he added, “Do we have any type of control factors that would be built in, in terms of where future American money would be going, as it addresses what I just asked about?”


Similar concerns about seeking guarantees that American military assistance to Pakistan would be focused on battling insurgents also were expressed by Senator Carl Levin of Michigan, the committee chairman.

“Unless Pakistan’s leaders commit, in deeds and words, their country’s armed forces and security personnel to eliminating the threat from militant extremists, and unless they make it clear that they are doing so, for the sake of their own future, then no amount of assistance will be effective,” Mr. Levin said
.

A spokesman for the Pakistani government contacted Friday declined to comment on whether his nation was expanding its nuclear weapons program, but said the government was “maintaining the minimum, credible deterrence capability.” He warned against linking American financial assistance to Pakistan’s actions on its weapons program.

The 'problem' largely seems like India appeasement. Which particular missile test are they talking about?

Probably the whole thing is India-inspired to cause delays in the approval of the legislation.
 
The test is immaterial, what they are prepared to do is to threaten aid - and it is my earnest hope that they will not only threaten it but will carry out their threat.
 
Wouldn't it be wise to follow it up with a threat to cut off Afghanistan?

Instead our boys would promise them the sun and the moon with regards to Afghanistan.

This is a babur test I could find on May 13th, btw. No comparisons between the date and the type of missile. Why would we waste our time with a 1980s missile. That too a missile that the US has been willing to sell us all the time.

But as you mentioned all that is immaterial, they need an excuse, they got one.

The thinking would be that Pakistanis would follow suit and that would allow for a replay of the the late 1990s and sanctions would follow - to my thinking, while it would not be the best of all possible worlds, it will allow the US to exit the Pakistani security scene, the F16 deal and assorted missilery would be history and the US would never again we allowed an"in", neither political nor military.

Reading US papers one is always struck by the kind of worldview that must inform most readers - as if the only power in the world is the US and as if the only power with the ability to act and influence is the US - it's quite incredible that even now, twilight is mistaken for dawn.

I've never been fan of the aid though. As long as Pakistan navigates a path that involves no sanctions and economic relations continue, we don't really need the US for military stuff, the Chinese source can suffice.

Could also be just some NYT guys drumming up the Pakphobia that has done so well for their paper. The authors, Sanger, Schmitt don't really name the officials they are quoting. The only person they did quote, from Janes, actually downplays the possibility of us altering the Harpoons... And also creating which missile?
 
Good News we should make more and more of them because we face threat from every where these Missiles have keep Israel and India at bay.We need to join hands with Iran and share some Nuclear Technology with exchange of Billion of Dollars to put our economy back on track so we can have Iran as a bait to Israel and the rest Pakistan Armed Forces are campabale of handling themselves but not our "sophisticated Nuclear technology" some that will help Iran become a Nuclear Power State and a threat to Israel Jews will begin to leave Israel after Iran is a nuclear power than we can re-claim Masjid Al-Aqsa and end the suffering of 6 decades of bloodshed.Jews can go back and live in US and plan other things.
 
That is why I suggested that it is irrelevant, which test, which missile - what's important is the threat the US is willing to employ - I hope it does.

You will recall that we have been saying for a while that the US has a structural problem with regard to it's relations with Muslim majority countries - by this we mean to say that it's congress, it media, and the think tanks that serve corporate and govt policy interests promote ideas and policies which have the effect of alienating Muslim majority countries from the US -- after all, is it an accident that US has poor relations with all Muslim majority countries, do all these Muslim majority countries drink from a poisoned well??? In the US the answer is "most definitely". You will also recall Adm. Mullen's most recent statement with regard to why US is not credible, you should examine it further.

In the real world, while the US is an important power and most people in Muslim majority countries admire the idea of liberties and rule of law, a whole new architecture is arising in which while the US is important, it is not the kind of power that one must be close to.

What most in Muslim majority countries do not realize is that they never seem to ask who interests are being served by the kind of mad dogs who are using religion as a political ideology - once these mad dogs are put down and the direction of politics is re channeled towards policy, I think the US will be faced with a interesting set of choices, with distinct outcomes that will change the US - while the US talks much of "change", you will notice it engages in little of it, at least in as much as substance is concerned.
