Sri Lanka looks to India for Phase II of port China built

As it brings to close a sensitive port project in collaboration with China, Sri Lanka would like India to participate vigorously in the next phase of infrastructure development at Hambantota on the southern tip of the island nation.:cheers:

Dispelling the popular impression in India that China has got a lock on the development of Hambantota, the government of Sri Lanka is insisting that further development of this ambitious venture is open to all, and that Indian companies would be especially welcome.

The first phase of the Hambantota project, being built at a cost of US$1.5 billion, will cross a major milestone on Sunday when water-filling ceremony takes place. The port itself is slated to begin operations in November.

The Hambantota project is part of President Mahinda Rajapakse’s ambitious plan to restore Sri Lanka to its traditional role as a trading hub at the heart of the Indian Ocean and revitalise the nation’s economy torn apart by a prolonged civil war. Sri Lanka hopes that India will use its planned Consulate General in Hambantota to promote large scale Indian commercial engagement with Hambantota, which could absorb up to US$ 6 billion of investment.

Colombo, however, is keeping its fingers crossed on whether India, which missed the Hambantota opportunity a few years ago and left the field open to China, will move with greater purpose this time around.

Many of the projects that India already has in Sri Lanka, including the harbour development at Kankesanthurai in the northern part of the island, have been somewhat slow to get off the ground. When Rajapakse visited India in June, Delhi strongly reaffirmed its commitment to participate actively in the economic transformation of Sri Lanka.

In terms of the scale of assistance and planned projects in Sri Lanka, India is not too far behind China. :cheers:Delhi’s main challenge lie in the speedy implementation of agreed plans. While most Indian projects are in the north, Hambantota offers an opportunity for Delhi to raise its profile in the southern part of the island.

Analysts in India and elsewhere have seen the Hambantota as part of a grand naval design in Beijing to build a series of port facilities, called the ‘string of pearls’ across the Indian Ocean. Downplaying Indian fears of a potential Chinese maritime encirclement, Colombo has been at pains to explain the limited nature of Beijing’s involvement in Hambantota.

China has provided a loan of US$ 425 million for the project and a Chinese company has got the contract for construction of the port. “But there is no role for China in the operation of the port,” Priyath Wickrama, chairman of the Sri Lanka Ports Authority said last week.:yahoo:

One of the main attractions of the Hambantota port will be the bunkering operations that will service one of the world’s busiest East-West sea lanes between the oil rich Persian Gulf and the energy-hungry East Asia.

Sri Lanka hopes to draw at least 2500 of the nearly 70,000 ships that traverse the southern shores of the island every year to use in the first phase of the operations at Hambantota. Starting with the capacity of one million tonnes, the bunkering facilities at Hambantota could be expanded to four million tonnes. While Beijing has given a loan of US$ 77 million to finance bunkering operations, Colombo says the operations will be run by its national ports authority.

Colombo is negotiating with Beijing for a US$ 800 mn loan for the second phase of the project. It is also inviting investors from around the world to bid for a range of projects associated with port development. These include bulk cargo handling, storage facilities, warehouses, transshipment. About thirty companies, some of them Indian, have joined the bidding at Hambantota.

China Begins 2nd phase work on Hambantota port

Sri Lanka and China will sign the “Commercial contract” to start construction work of the second phase 2 of the Hambantota port on Monday the 16th of this month.

Chairman of the Sri Lanka Ports Authority, Dr. Priyath B. Wickrama said the The signing will take place in the presence of visiting deputy Prime Minister of China Zheng Dejiang.

The SLPA Chairman also said the China Harbor Engineering Corporation will construct the second phase which is estimated to cost US $ 700 million.

According to him, the Chinese Government has agreed to provide 100% of the funding that is required for completing the 2nd phase of the Hambantota port.

Wickrema said “we have asked China to fund the entire second phase, which means the total investment” He said the “money is guaranteed”.

Meanwhile he said the construction work of the second phase and the opening of the first phase of the Hambantota Port will commence in November this year.

According to Wickrama both will fall on the same day.
The first phase of the new port is currently underway and SLPA plans to make way for the 1st ship to arrive at the new port during November 2010.

Sri Lanka is developing the new Port as a Service and Industrial Port and also aims to develop it as a “transshipment port” to capture the large number of international cargo ships passing through Hambantota Sea on a daily basis.

The 1st phase of the Southern port is also being built with Chinese support of US $ 370 million while the rest is borne by the Government of Sri Lanka.

The total cost of the initial phase runs up to US$ 550 million.

Business community hails landmark project

Asia’s deepest and geographically unique port in Hambantota will be ready to berth its first ship in November this year. The new harbour in the South was acclaimed by the business community as a landmark development project that would put Sri Lanka in the spotlight for global business and make the country the trading hub for South-East Asia.

Chairman, Master Divers and Maubima Lanka Foundation Ariyaseela Wickramanayake said the Hambantota harbour is the largest in the world and will be the hub port of Asia.

“Ship owners will set up offices in the port with engines and spare parts for ships stored at the harbour. There will be plenty of jobs created as business progresses”, Wickramanayake said.

Chairman, Aitken Spence Maritime, Director Aitken Spence PLC and Former Chairman of the Sri Lanka Ports Authority Dr. Parakrama Dissanayake said from a socio-economic point of view the Hambantota Port will create economic activities and help alleviate poverty by creating jobs.

The Chairman of HVA Lanka Exporters (Pvt) Ltd Rohan Fernando said that the Hambantota Port project is one of the greatest achievements in Sri Lanka. Its contribution to the economy will be more than that of the Mahaweli Development Project.

“This is a marvellous achievement and as Sri Lankans we are proud of it. It is a dry port situated in a strategic location and we can attract service businesses related to the shipping industry immediately”, he said.




Fernando said exporters will benefit in the long-term but not immediately. Export processing businesses and investments may shift to the South in the future and the Southern province will develop as an economic hub.

Immediate Past Chairman Federation of Chambers of Commerce and Industry, Sri Lanka, Nawaz Rajabdeen said the new port will stimulate the Southern economy and will be a boon to the development of the country.

“Hambantota will be an active port which India would also like to make use of. The country could reap the benefits of the port in a few years time”, he said.

Chairman, Ports Shipping and Aviation Committee, National Chamber of Commerce, Sujeiva Sa maraweera said the Chamber commends the government for initiating the mega port project that would boost the shipping industry and enhance economic benefits to the country. “The new port in Hambantota will help Sri Lanka to be a trading hub in South-East Asia and would provide a range of benefits to the people in the South”, he said.

Secretary General, Asian Shippers’ Council, Rohan Masakorala said the Hambantota harbour creates opportunities to attract new markets for the shipping industry and added that it is a good concept that would have long-term benefits to the economy. “Colombo primarily handles container cargo whereas nearly 70 percent in the world are other types of ships.

The Hambantota Port will be ideal to service ships and expand maritime services”, he said.

Chairman, Kingdom of Raigam, Dr. Ravi Liyanage said the Hambantota Port will help decentralise business activities and focus on regional development. “The strategic location of the port would benefit global shipping lines by saving on time, cost and other charges. Warehousing, ship repairs, transportation, transhipment operations and freight forwarding are some of the major benefits of the port to the region”, Dr.Liyanage said.

Immediate Past Chairman, Chartered Institute of Logistics and Transport, Saliya Senanayake said the Hmbantota Port will take off a major load of the business in Colombo which has been facing space crunch.

“Hambantota has the potential to become a major port in the region. The port will provide avenues for warehousing, ship repairs and other link services that would generate jobs and income to rural families”, Senanayake said.

* The port basin will be filled with water today at a ceremony presided over by President Mahinda Rajapaksa who spearheaded the landmark project.

* Around 1,200 acres of land to be filled by sea water will make Hambantota the largest international harbour on land that would handle over 7,000 ships a year.

* It is reported that around 700 vessels pass Hambantota daily and that attracting one third of that fleet would benefit the port.

* The port will provide facilities for ship building and repairing. A car manufacturer from the Far East with manufacturing facilities in India has requested assembly facilities inside the port.

* Parallel to the port there will be a safari park in Ridiyagama, a botanical garden in Mirijjawila, an International Convention Centre in Siribopura and a cricket stadium built in Hambantota.

* The Matara-Kataragama railway project will be extended from Hambantota to Ratnapura in keeping with the concept to link all major cities in the country.

Agreed, Because Indian private companies will invest in Hambantota Development Zone, TATA Nano car plant coming soon, Hambantota Port will handle Indian Commercial ships,.

But the main Investor is China.
 
China To Fund Second Phase of Hambantota Port

Government of China has offered financial assistance to build the second phase of the Hambantota Port.

Agreement in this regard will be signed this evening at the prime Minister’s Office where the visiting Chinese Vice Premier and the Sri Lankan Prime Minister DM Jayaratne will be present.

Among the other major development projects underway with Chinese assistance are the Colombo-Katunayake expressway project, Norochcholai power plant, Hambantota port development project, tank farm project at Hambantota, and the road infrastructure project.

Since 2006, the Chinese government has provided Sri Lanka with US $ 3.06 billion financial assistance, Deputy Minister of Economic Development Ranjith Siyambalapitiya recently revealed that US$ 35.77 million comes as grants.
