PM’s remarks at the India-Kazakhstan Business Roundtable

The Prime Minister, Shri Narendra Modi, today called for stepping up economic engagement between India and Kazakhstan in a big way. Addressing a business roundtable attended by members of the business community from both India and Kazakhstan, the Prime Minister praised the huge strides made by Kazakhstan in economic progress over the last decade. Noting that Kazakhstan has been blessed with vast natural resources, the Prime Minister emphasized that India has huge demand for these resources, and therefore, both countries have a great potential for partnership.

The Prime Minister called for enhanced investment from Kazakh companies in India, particularly in the areas of renewable energy, smart cities, housing, and railways. He said Kazakhstan could benefit from partnerships with Indian companies, which will bring in modern technology, engineering skills and cost effective mechanisms. He said Kazakhstan could also benefit from India’s strength in the Information Technology sector. He said poor connectivity was the biggest barrier to deepening of economic engagement between the two countries, and called for enhanced connectivity between India and Kazakhstan.

Shri Narendra Modi, and the Prime Minister of Kazakhstan, Mr. Karim Massimov, also witnessed the commencement of drilling at the Satpayev Exploration Block, where ONGC Videsh Ltd has a significant stake.

PM’s Gift to President Nursultan Nazarbayev of Kazakhstan

The Prime Minister today presented President Nursultan Nazarbayev a set of books relating to religions born in India. President Nazarbayev has held the Congress of Leaders of World and Traditional Religions every three years at the Palace of Peace and Accord in Astana since 2003. The presentation set includes an English translation of Guru Granth Sahib, as also specially commissioned reproductions from the manuscripts collection of National Museum, Delhi. The reproductions include one of Jainism’s most revered texts, Bhadrabahu’s Kalpasutra (15th century AD) in Prakrit; one of Buddhism’s most important scriptures Ashtasahasrika Prajnaparamita (12th century AD) in Sanskrit; and a Persian translation of Valmiki’s Ramayana (18th century AD) in nastaliq script.

Text of Media Statement by PM in Astana, Kazakhstan

His Excellency President Nursultan Nazarbayev,

Members of the media,

İ am delighted to visit this beautiful country. It has been a short but a memorable and rewarding visit.

I would like to express my deep gratitude to President Nazarbayev and the people of Kazakhstan for the exceptional welcome and hospitality.

Excellency, I congratulate you once again on your 75th birthday. I wish you great health and a long life of service for your country and humanity.

Mr. President, your leadership is deeply admired. You have put Kazakhstan on the path of rapid progress. You have also played a stellar role in regional and global affairs.

I congratulate the people of Kazakhstan on the ocassion of 550th anniversary of the Kazakh Khanate and 20th anniversary of the Constitution of Kazakhstan.

I also learnt that this beautiful new capital is still celebrating Astana Day.

So, this is really a good time to visit Kazakhstan.

Last evening I spoke about my vision for India's relations with Central Asia. Kazakhstan will play a critical role in advancing this vision.

We greatly value our relationship with Kazakhstan. We have enormous synergies of markets, resources and skills for a strong bilateral relationship. We discovered remarkable convergence in our economic policies, approaches and strategies in a number of areas.

We have shared perspectives on many international issues, including regional peace, connectivity and integration; reforms in the United Nations; and, combating terrorism.

Kazakhstan is our biggest economic partner in the region. But, our relations are modest, compared to our potential. We will work together to take economic ties to a new level.

Kazaksthan was one of the first countries with which we launched civil nuclear cooperation through a uranium purchase contract. We are pleased to have a much larger second contract now.

We intend to expand cooperation in other minerals, as well.

Hydrocarbons is another area of high priority for us. Last evening, we launched the drilling operations for exploration in the first oil field with Indian investments in Kazakhstan.


I am pleased that President Nazarbayev responded positively to my request to consider additional mature blocks for Indian investments.

We will also give priority to investment in both directions in manufacturing and infrastructure. I was very encouraged by the interaction at the business roundtable yesterday that I chaired with Prime Minister Massimov.

We expect a new roadmap for cooperation from the joint business council of our chambers of commerce and industry.

Kazakhstan's Green Bridge Vision is similar to India's ambitious plan of adding 175 GW of renewable energy in the next seven years. This is another priority area of cooperation, including in the manufacture of equipment. In adddition, India will participate on a large scale in the Expo 2017 in Astana.

We will also enhance cooperation in Space and Information Technology, including their application for governance and development.

We both agree that connectivity is an important issue, but one that we will address.

The International North South Transport Corridor, the Iran-Turkmenistan-Kazakhstan rail link, India's interest in joining the Ashkabat Agreement on trade and transit and India's investment in Chahbahar Port in Iran will strengthen connectivity.

The joint study group on India's proposal for a Free Trade Agreement with Eurasian Economic Union is a step towards our closer economic integration.

Development of human resources is a priority for both countries. Yesterday, I inaugurated the India-Kazakhstan Centre of Excellence in Information & Communication Technologies at the Eurasian National University. We are pleased to have contributed a super computer from India.

Consistent with our focus on youth, we have launched a new youth exchange programme with six Kazakh universities for the next five years.

Our defence and security cooperation is an important dimension of our strategic partnership. We both want to make it stronger, including in defence manufacturing. We welcome the new Memorandum of Understanding on defence cooperation.

President and I agreed on the pressing need for reforms of the United Nations and its Security Council. I thank him for Kazakhstan’s continued support for India’s candidature for a permanent seat in a reformed United Nation's Security Council and for a UN Comprehensive Convention on International Terrorism.

I reiterated India’s support for Kazakhstan’s candidature for a non-permanent seat in the UNSC for 2017-18.

I am also grateful to him and the people of Kzakhstan for the support in making the International Day of Yoga on June 21st a huge global success

Mr. President, thank you for a very productive and pleasant visit. I feel that this visit has opened the door to a much broader and deeper relationship, including many new areas of productive cooperation.

I have extended an invitation to President Nazarbayev and look forward to receiving him in India.

India, Kazakhstan sign five key agreements to bolster ties | Zee News

Astana: India and Kazakhstan on Wednesday inked five key agreements including a defence pact to enhance military cooperation and a contract for supply of uranium after Prime Minister Narendra Modi and Kazakh President Nursultan Nazarbayev held comprehensive talks in which they decided to actively engage in the fight against terrorism and extremism.


Modi, who held restricted as well as delegation-level talks with Nazarbayev, noted that they also agreed to work closely to expand bilateral trade by addressing structural impediments between India and hydrocarbon-rich Kazakhstan.

"We have shared perspectives on many international issues, including regional peace, connectivity and integration; reforms in the United Nations; and, combating terrorism," the Prime Minister said at a joint press event here with Nazarbayev.

Noting that the defence and security cooperation was an important dimension of strategic partnership between the two countries, Modi said, "We both want to make it stronger, including in defence manufacturing. We welcome the new Memorandum of Understanding on defence cooperation."

The MoU would further widen the scope of bilateral defence cooperation including regular exchange of visits, consultations, training of military personnel, military- technical cooperation, joint exercises, special forces exchanges and cooperation in UN peacekeeping operations.

Welcoming the signing of a contract between NC "KazAtomProm" JSC and NPCIL for a renewed long term supply of natural uranium to India to meet its energy requirements, Modi said, "Kazaksthan was one of the first countries with which we launched civil nuclear cooperation through a uranium purchase contract.

"We are pleased to have a much larger second contract now. We intend to expand cooperation in other minerals, as well".

A joint statement 'Tej kadam' was also released after talks which said the Leaders noted the rising challenge posed by terrorism in many parts of the world and in their immediate region and underlined the importance of a stable and secure environment for peaceful economic development.

"They agreed to continue their active engagement in the fight against terrorism and extremism including exchange of information," it said.

In this context, they highlighted the importance of regular inter-agency consultations and meetings of the Joint Working Group on Counter-Terrorism. The Leaders also called for early conclusion of the UN Comprehensive Convention on International Terrorism.

Observing that Kazakhstan was India's biggest economic partner in the region, Modi said, "But, our relations are modest, compared to our potential. We will work together to take economic ties to a new level."

The other pacts included Treaty on Transfer of Sentenced Persons, human resources, cultural exchanges and capacity building.

Astana: Prime Minister Narendra Modi on Wednesday left Kazakhstan for Ufa in Russia to attend the BRICS and SCO summits.

Modi, who visited Uzbekistan and Kazakhstan from July 6-8, will be in Ufa from July 8-10 for the back-to-back BRICS summit with the leaders of Brazil, Russia, China and South Africa and the Shanghai Cooperation Organisation (SCO).

India along with Pakistan is set to get full membership of the China-led SCO bloc. Modi is also likely to meet Pakistan Prime Minister Nawaz Sharif at the SCO summit.

PM Narendra Modi meets Iran President Hassan​ Rouhani | Zee News

Ufa: Prime Minister Narendra Modi on Thursday met Iranian President Hassan Rouhani in their first meeting amid hopes of an international deal on Tehran's nuclear programme being hammered out that would raise India's imports of Iranian oil.

Modi, who met with Russian President Vladimir Putin and Chinese President Xi Jinping on Wednesday evening, held his first bilateral meet on Thursday with Rouhani on the sidelines of the BRICS and SCO summits.

"Advancing a significant partnership. PM @narendramodi meets President @HassanRouhani on sidelines of BRICS/SCO Summits," tweeted external affairs ministry spokesperson Vikas Swarup.

India had majorly dropped its crude imports from Iran under US pressure to limit its purchases of oil from the Islamic republic over Iran's nuclear programme.

However, India's oil imports from Iran began from May amid promise of a nuclear deal being arrived at between Iran and the five permanent members of the UN Security Council and Germany.

India, the world's fourth biggest oil consumer and among the top importers of Iranian oil, shipped in 367,900 barrels per day (bpd) of Iranian crude in May, up 39 percent over April, according to media reports.

Essar Oil, Mangalore Refinery and Petrochemicals Ltd., and Indian Oil Corp. are the Indian refiners that buy oil from Iran.

The Modi-Rouhani meeting comes as India is moving fast ahead with developing the strategic Iranian port of Chabahar, seen by India as offering an alternative route to landlocked Afghanistan and beyond to resource-rich Central Asia.

The Chabahar port on the Gulf of Oman is 72 km from Pakistan's Chinese-constructed port of Gwadar. It has the capacity to handle 2.5 million tonnes a year, which Iran would like to increase to 12.5 million tonnes.

Modi in his talks in Uzbekistan and Kazakhstan has proposed linking the Chabahar port with the International North-South Transport Corridor that proposes to link up Mumbai with St Petersburg in Russia.

Earlier in the day, Modi also interacted with Indian CEOs and Finance Minister Arun Jaitley.

"BRICS for Business. Indian CEOs interact with PM @narendramodi and FM @arunjaitley first thing in the morning," the MEA spokesperson said.

Modi is in Ufa to attend the seventh BRICS summit and the 15th SCO summit. India is set to be made permanent member of the Shanghai Cooperation Organisation.

`PM Modi, Iranian Prez Rouhani discuss key Chabahar port project | Zee News

Ufa: Prime Minister Narendra Modi and Iranian President Hassan Rouhani on Thursday discussed wide ranging issues, including the strategically important Chabahar port project in Iran being built by India, besides connectivity, hydrocarbons and threat of terrorism.

Modi and Rouhani met here on the sidelines of the BRICS and SCO summits and discussed issues of bilateral and mutual interest.

The two leaders also discussed connectivity, trade and investment, hydrocarbons and threat of terrorism, official sources said.

Rouhani invited Modi to visit Iran and the prime minister said he looked forward to the trip.

The two leaders specifically discussed progress on the Chabahar port project being built in Iran's Sistan-Balochistan Province which will give India sea-land access route to Afghanistan bypassing Pakistan.

This is the first highest-level interaction between the two nations after the NDA government came to power last year.

In May, Modi had sent a written message to Rouhani that was handed over to the Iranian president by Road Transport and Highways Minister Nitin Gadkari in Tehran.


Gadkari had signed an agreement with Iran for the development of the Chabahar port.

Ufa: Prime Minister Narendra Modi, while addressing Brazil-Russia-India-China-South Africa (BRICS) summit here, strongly pitched for a united fight against terrorism.

The PM said that it was imperative to speak in "one voice, without distinction and discrimination between groups and countries, sponsors and targets".

"We must do this in BRICS as well as UN Security Council and in other groups of nations," PM Modi added.

At the same time he said, "Peace and stability is the foundation for social and economic progress. It is our responsibility that we deal effectively with the current challenge of terrorism."

Ufa: Prime Minister Narendra Modi and Iranian President Hassan Rouhani on Thursday discussed wide ranging issues, including the strategically important Chabahar port project in Iran being built by India, besides connectivity, hydrocarbons and threat of terrorism.

Modi and Rouhani met here on the sidelines of the BRICS and SCO summits and discussed issues of bilateral and mutual interest.

The two leaders also discussed connectivity, trade and investment, hydrocarbons and threat of terrorism, official sources said.

Rouhani invited Modi to visit Iran and the prime minister said he looked forward to the trip.

The two leaders specifically discussed progress on the Chabahar port project being built in Iran's Sistan-Balochistan Province which will give India sea-land access route to Afghanistan bypassing Pakistan.

This is the first highest-level interaction between the two nations after the NDA government came to power last year.

In May, Modi had sent a written message to Rouhani that was handed over to the Iranian president by Road Transport and Highways Minister Nitin Gadkari in Tehran.


Gadkari had signed an agreement with Iran for the development of the Chabahar port.

The Prime Minister pitches for stronger and deeper cooperation among the member countries of BRICS.
Prime Minister Narendra Modi on Thursday said that “unilateral sanctions” are hurting the global economy, in a veiled attack on the West which has imposed sanctions on Russia over the Ukraine crisis.

He pitched for stronger and deeper cooperation among the member countries of BRICS (Brazil, Russia, India, China and South Africa) at a time when the global economy is “not strong” and crisis is being witnessed even in prominent developed nations like Europe.

“Unilateral sanctions are hurting the global economy. So it is very essential that BRICS economies deepen their cooperation. BRICS should also work with other developed regions,” he said while addressing the BRICS Business Council meeting here, soon after the start of the BRICS Summit.

He did not elaborate but his comments were seen as a veiled attack on the US and other countries of the West which have imposed sanctions on Russia over the Ukraine crisis.

The West imposed sanctions on Moscow after Crimea joined Russia in March 2014. The standoff between them has been escalated because of Russia’s role in the conflict in Ukraine.

Russian President Vladimir Putin as also Chinese President Xi Jinping, Brazilian President Dilma Rousseff and South African President Jacob Zuma were present when Mr. Modi spoke.

“The global economy currently is not strong. Even prominent developed economies like Europe are in crisis.

Financial markets are unstable,” the Prime Minister noted as he advocated the need for tapping the “unique” strengths that each member country of the BRICS and developing linkages.

Mr. Modi pointed out that BRICS countries together form 44 per cent of the world population, contributing 40 per cent to the global GDP and 18 per cent to the world trade.

“There are several similarities and resources among the BRICS countries like agriculture, manufacturing, technology, services, human resources, sustainable development,” he said, adding the economic cooperation among them would be a “driving force” for development.

Mr. Modi favoured development of a manufacturing chain across the BRICS countries, saying it will help create jobs and benefit all the member nations.

“We can tap our strengths like skill development,” he said, while pitching for a framework for development.

Referring to BRICS New Development Bank, the Prime Minister said it should fund projects which have cross-border collaboration among the five member countries.

He said the Contingency Reserve Arrangement (CRA) of the BRICS will come into force soon, which will help in bringing about stability in the BRICs economies.

“I hope the member countries will be able to take benefit of financing arrangements and BRICS arrangement for export credit insurance and innovation,” he said.

“BRICS reassurance pool for big projects is a welcome step. I hope that soon there will be an agreement with Customs Administration. This will be an important step in trade facilitation,” he said.

He said the BRICS economic strategy to be adopted will be an important milestone in the development of the grouping.

He also welcomed setting up of a dedicated BRICS information sharing and platform.

Modi proposes 10-point initiative for BRICS nations

Pitching for closer cooperation and coordination among BRICS nations, Prime Minister Narendra Modi today proposed a 10-point initiative that includes India hosting the first trade fair for the grouping and establishing research centres for railways and agriculture.

Calling it 'Das Kadam: Ten Steps for the Future', Modi put forward new initiatives for the BRICS grouping that is formed by major emerging economies.

At the Plenary session, the Prime Minister said that "the challenges that the world is faced with are for every country its important to have consensus, collaboration and cooperation between all major nations".

The proposed initiatives for the BRICS include a trade fair, a Railway Research Centre, cooperation among supreme audit institutions, a Digital Initiative and an Agricultural Research Centre.

They also include State/Local Government's Forum, cooperation amongst cities in field of Urbanisation, BRICS Sports Council and Annual Sports Meet, a film festival and the first major project of NDB to be in field of Clean Energy.

"Also, every country should obey international rules and norms," the Prime Minister said at the BRICS meet which was attended by Russian President Vladimir Putin, Brazilian President Dilma Rousseff and South African President Jacob Zuma besides Chinese President Xi Jinping.

With regard to BRICS, Modi said that it is an "important pillar" in the world of challenges.
Giving a brief on the BRICS Summit, Secretary (Multilateral Relations) in the MEA Sujata Mehta said: "It will be our intention to carry forward the announcements made by our Prime Minister.

"The first announcement was that we should have an annual BRICS trade fair and our intention is that the first of these will be during India's chairmanship during 2016."

India will be the next chair of BRICS for 11 months beginning February next year.
