In 1986/87 full throttle have been imparted to the movement by RAW while establishing 32 LTTE training camp in Kulathur, Salem district, India, By mid 1987, over 20,000 Sri Lankan Tamil insurgents had been provided sanctuary, finance, training and weapons either by the central government, state government of Tamil Nadu or by the insurgent groups themselves. While most of the initial training was confined to Indian military and paramilitary camps in Uttara Pradesh, specialized training was imparted by the Indian instructors attached to RAW to Sri Lankan insurgents in New Delhi and Bombay. The most secretive training was conducted in Chakrata, north of Dehra Dun, India’s premier military academy for training service personnel, where RAW had also imparted training to Bangladesh, Pakistan and Tibetan dissidents.

Due to various geo-political reasons (see Indian intervention in the Sri Lankan Civil War), from August 1983 to May 1987, India, through its intelligence agency
Research and Analysis Wing (RAW), provided arms, training and monetary support to 6 Sri Lankan Tamil militant groups including LTTE. During that period, 32 camps were set up all over India to train these 495 LTTE militants,[40] including 90 women who were trained in 10 batches.[41] First batch of Tigers were trained in Establishment 22 based in Chakrata, Uttarakhand. The second batch, including LTTE intelligence chief Pottu Amman,[42] trained in Himachal Pradesh. Prabakaran himself visited the first and the second batch of Tamil Tigers to see them training.[43] Eight other batches of LTTE were trained in Tamil Nadu. Ironically, Thenmozhi Rajaratnam alias Dhanu, who carried out the assassination of Rajiv Gandhi and Sivarasan—the key conspirator were among the militants trained by RAW, in Nainital, India.[44]

In April 1984, the LTTE formally joined a common militant front, the Eelam National Liberation Front (ENLF), a union between LTTE, theTamil Eelam Liberation Organization (TELO), the Eelam Revolutionary Organisation of Students (EROS), the People's Liberation Organisation of Tamil Eelam (PLOTE) and theEelam People's Revolutionary Liberation Front (EPRLF).[45]

PAF / Pak Army personnel and millions worth of weapons played a decisive role to defeat Indian Tamils.

Another Indian defeats in Srilanka at the hands of Sinhalese and Pakistanis.

In response to that, India managed to isolate Pakistan in the cricket world because of which we have not hosted any international team in many many years! Although it is a small price to pay for the overall victory in Sri Lanka, it is a price none the less.....for which we have not been able to repay India in kind. If I were the one in power, I would have gone after IPL that is making them billions every month.
 
After Rajiv was assasinated there was major shift in the indian policy towrds LTTE. It become a banned terrorist organisation after rajiv's assassination. When LTTE had indian support ,it was pretty far to get defeated. TNs mighty mummy Jaya was always against LTTE. after rajiv's death ,there was zero support from the indian govt even lankans know this. Srilanka was supported by china in a massive way and other super powers also did. Giving the biggest credit to pakistan in LTTE's defeat is childish and laughable stock.

Pakistan’s Role in ultimate defeat of India in Srilanka

The solid assurance by Pakistan about two months back pledging to send one shipload of the wherewithal every 10 days in coming months for bolster Sri Lankan efforts against LTTE prompted Sri Lankan Defense Secretary Gotabhaya Rajapaksa to publicly state that Kilinochchi, the headquarters of the LTTE, would be liberated by the end of December, 2008.

On January 19 in a meeting between Pakistani Defence Secretary Lt Gen (retired) Syed Athar Ali and his visiting Sri Lankan counterpart Gotabhaya Rajapakse in Rawalpindi, the two countries agreed to enhance cooperation in military training, exercises and intelligence sharing regarding terrorism. According to some unconfirmed reports pilots from Pakistan air force participated in air strikes against bases of Tamil Tigers in August 2008, besides Pakistan has been providing advance weapons to Sri Lanka for fighting LTTE at a time when India refused to help.

It is not the first time that Pakistan is helping Sri Lanka militarily to fight LTTE terrorists. Back in year 2000 when LTTE offensive code-named Operation Oyatha Alaikal (Operation Ceaseless Waves) overran Sri Lankan military positions in the north and captured the Elephant Pass Base and entered Jaffna; it was feared that LTTE would run down thousands of Sri Lankan troops stationed in Jaffna, Sri Lanka sought MBRLs from Pakistan. According to Jane's Intelligence Digest, weapons and ammunition, including artillery shells and multi-barrel rocket launchers, were airlifted in an emergency operation from Karachi to Colombo in May.

In 2006 as well Sri Lanka sought multi-barrel rocket launchers (MBRLs) and other advanced weapons from Pakistan when Sri Lankan President Mahinda Rajapaksa visited Pakistan in March-April 2006 along with an 80-member delegation that included military officials. India was never happy with Sri Lanka over purchase of weapons from Pakistan.
