For the first time in its history, the Intelligence Bureau (IB) has created a separate desk for China, which till now was being handled with 20 other countries. It will function directly under National Security Advisor Ajit Doval, who is also the special representative on border talks with China.

Though the main task of gathering information regarding China rests mainly with the Research and Analysis Wing, the creation of a separate desk for China speaks of the heightened importance the NDA government puts on activities of the neighbouring country, including incursions along the Line of Actual Control (LAC).

Deliberations on creating a separate desk had been on since the NDA government came to power. The China desk is being headed by a joint director and has separate political and security wings.

“In some places along the LAC, we are the only (official presence). Though there are security forces present, we wanted to create a robust intelligence gathering mechanism,” said a top IB official. Syed Asif Ibrahim, under whose tenure as IB chief the China desk was created, says, “It was done to focus on border areas where the IB is the first line of defence.”

Apart from the IB, the Indo Tibetan Border Police and Army also collect intelligence along the border. “Sometimes we get conflicting reports from border areas and having another agency helps get unadulterated information,” said an IB official.

Recently the Home Ministry had promised to take steps to encourage Chinese investments in India. The Ministry of External Affairs had requested for the same to ease security clearances for Chinese firms.

Lol
IB and RAW 're always at war within themselves and now giving IB this extra edge under Ajith Doval sounds a lil partial (after all he was the Director of IB sometime back).
Nonetheless, keeping an eye on Chinese firms within India sounds interesting.

If IB is setting up a a China desk, it means there is some serious espionage going on inside India by China. Something that warrants a FULL desk.

Don't know if I should be happy or worried. I guess its a bit of both.

They should focus on internal security intel such as tracing and monitoring different political parties' links with foreign entities, organizations, politicians' accounts, sources of unauthorized money for certain media elements, particularly news channels and newsprint etc.

That is a bigger danger. RAW already deals with external intelligence pertaining to China and Pakistan among other countries.

A China specific desk should be created within ITBP with full clearances to them upto the PMO. In addition to an increase in their monetary allocations for data and intel gathering, the ITBP need more cost effective surveillance drones that can perform recon missions from within our border.

There should also be a collective focus on tracking NSCN and its activities in areas adjoining the Indo Tibetan border as well as areas where India, China and Myanmar intersect. It is common intel word that Anthony Shimray (leader of NSCN) keeps hopping between Yunan and Nagaland at will.

ITBP focuses almost exclusively with China and not so much with pak. My understanding is they have been merged with RAW for all operational roles which anyway gives them direct access to PMO.

@levina @nair what @Zarvan wants to say is increase in cooperation between Chinese and Pakistani intel regarding India. In Intel community it's not a new thing, sharing of information, joint ELINT and SIGNIT operation, and joint operations in common areas, that's nothing special and that news doesn't means that India was sleeping before that regarding Chinese Intel...
