This is my personal short essay.
Outline:
1a. Safety can be vastly increased simply by refusing entries to unsafe vehicles at the toll gates. The unsafe vehicles can classified that with which: 1) More passengers than seats available. 2) Children sitting in the front seat. 3) Allowing only vehicles which have front seat belt available.
In a recent 'Aik din Geo kay sath' reality show that airs on Geo News, it highlighted many good features and also some flaws. In one instance, the camera showed a car that had two children sitting on front seat. Although the patrolling enforcement agency told them to let to keep seat belts wore at all times and to have children sit in the back row, it is simply not enough.

First of all, children under the age of 13 risk being seriously injured or killed when sitting in front row, due to airbags. Airbags do not negate the seat belt feature. Second, Motorway speed has a minimum of 60km/h and up to 120km/h speed, with allowance of 10km/h additional. At these speeds, a person sitting on front seats is likely to get thrown out of the window in the event of accident. Many people forget that although when the vehicle comes to a stop, our bodies continue to travel at speed in excess 60km/h. Research has shown that hitting a tree at speed of 60km/h is equivalent for a car to falling off from a three story building. With the seat belts on, the person will stay in the their seat and prevent a more fatal injury. Having said all this, we can conclude that a five passenger car must only have five passengers, including infants. Speaking of infants, they require their own special child seat. Due to infants being prone to injuries, the safest place for them is rear seat, secured in a special rear facing seat. Upon impact during an accident, the child is far likely to survive with little to no injury, thanks to the cushion that absorbs inertia.
