I can't say for sure but possibility is that PAC would be involved in it. Although Pakistan should have offered IRAQ UAVs, with Mushak, K-8 and JF-17s.

The delegation included the Chinese Defence Attache, A defence Delegation from China, representatives of Chinese Arms manufacturing firms in Air Defence Systems especially focusing on radars and communications systems. The chinese offer was reviewed in a joint conference, and the Iraqi specialists will compare it with the other offers from other manufacturers. The air defence commander spoke of the increasing military cooperation between Iraq and China in arming the country and the chinese delegation spoke of China's readiness to help develop all of Iraq's military requirements.
