There's a difference. HK doesn't claim itself to be a seperate China, it is nominally a part of PRC with a lot more autonomy compared to other Chinese Provinces. Taiwan (Republic of China) on the other hand claims itself to be the the "legitimate" China instead of PRC and view CCP as usurpers Or occupiers of Chinese mainland.
