Experts believe that the 2011 testing of the nuclear-capable Nasr missile with a 60km range was an indication that Pakistan was building an arsenal of tactical nuclear weapons for use in a theatre of war.

Hasan Askari Rizvi, a Lahore-based expert on defence and security issues, suspects Pakistan may have designed even smaller nuclear weapons, capable of being shot from a specially-designed gun.

"The Americans apparently know about these weapons, and recent debate in the US media suggests that Pakistan may actually be in possession of tactical weapons which are greater in number and accuracy than those of India," he says.

Babur 1 and 2 have range of 700 km but I guess they mistook Babur 3 has a range of 450 km ...I mean what does Pakistan achieve by stating a reduced range of 450 km..since 450 km is still more than the MTCR limit so they are not planning to export it and cThe range has been reduced due to technical reason though it may still be more than the 450 km stated.
However, the range will increase in future tests and versions since 450 km does not represent a significant reach as the sub will have to come dangerous close to its target. However when subs with VLS become available, an SLCM with a range of > 2000 km will give a reasonable reach and protection to our assets. While SLBMs with ranges above 5000 km will give PNs to engage target deep inside India while standing some where in the gulf.
So this missile test should be seen as the beginning and not the end...I hope that's how the planners see too.

Babur 2 has a range of 750 km and compromising 50 km worth of jet fuel give enough space for Nuclear warhead. Well they have already imposed sanctions against your organisations. so that' meaningless to hide and 700km does not make any other country insecure..the ranges that will alarm other countries are above 4000 km mark and if they have no problem with India testing K-4 SLCM with 3500 km range, Pakistan can always argue on the same logic... India has a much larger territory and Pakistan needs ranges above 4000 km ... The problem is our leadership is compromised and lacks a pair of testicles since they beg to get into power...otherwise it is not that difficult to voice the legitimate needs and sentiments of the nation.

4000 is a range needed for land based systems not Sub based systems.
Sanctions have not been imposed.
Pakistan already has Tactical nukes better than any other country in the world. It has done most of it research in producing more and more tactical nukes, basically Pakistan is the only country that has the capability of firing a nuclear missile on Israel and save Palestine population from the effects of that nuke. So range has become a major discussion of this missile and knowing Pakistan's past tech of cruise missiles it is being consider on many places that the true potential of this missile is not being displayed.

If Babur-3 exact range is disclosed, India will know exactly how much far into the ocean they have to look for our Agostas.

Babur 3 definitely has more range than 450. Also I doubt Babur II has only 700 KM. It also has more range.
