Malik Raiz, as we all know that, is very close to Zardari and in order to get the land, Malik was required of an official help from Sindh Govt and that was where, Rao came in the picture. Though so far its speculation but people who are close to land estate business in Karachi (the bigger ones) knows all this or something closely related to. May be an exaggeration but there is some link. Also after Waziristan operations, many tribal have settled in Karachi especially at outskirts of the city (super and national highway/Quaidabad) and to monitor them, agencies at times do need people like Rao. Here agencies does not mean ISI all the time.Even provincial Govts have their own private networks which involves land rackets, intelligence,mafias and hit mans.
