How to fix the CSS mess.

A key structural problem with the CSS exam is that it is conducted well past the learning age and those who get jobs through this system do not have the relevant industrial skills needed for conducting their tasks in the best possible manner because the CSS exam for most becomes a secondary option rather than a top career choice.

* Ideally the CSS exam should be tailored for students graduating from intermediate exams, FSc or equivalent with flying colors.

* The age bracket should be 18-23. the selected candidates should be divided into specific groups like public administration, law enforcement, foreign service, ICT, taxation, agriculture, railways and all other areas of state bureaucracy.

* Each category of candidates should be enrolled in a 4 year BS degree along with the academy training, they should acquire work placements, internships in their specific areas.

* After the completion of their degree, training and experience, the candidates should then be commissioned in their specifically allocated cadre of civil services.

* In other words, the process of recruiting, training and employing our future civil servants should be internalised with intimate help from academia and training from the existing bureaucratic system.

* It shall produce civil servants who are indoctrinated, educated, trained and skilled to amicably perform their future tasks.

CSS program once produced great people is turning into a disaster and reforms are needed. Also needs to be specified for joining Police course should be different and for other departments course should be different. Secondly proper institutes should be established instead of people studying in academies and also British culture needs to be thrown out
 
more subjects should be added
CSS subject list cover almost every field including medical, journalism, computer science, IR, bushiness management but has no subject related to field of Engineering.
 
With the help of top universities, the selected candidates should be enrolled in a BS degree alongside their relevant academy to acquire a degree, internship and experience in the civil service stream they'll serve in the future, for example, Public Administration, Taxation, Criminology, IR, Engineering, Hydro Resources Management, Agricultural Sciences, Transport Management, Aviation Management, Law, Industries, Human Resource Management, ICT, Religion.
 
Minimum passing score and weighted average of subjects should be there.
 
You must have a 4 year degree before becoming a Doctor, Lawyer, Engineer etc. I don't understand why people think that a BA second division is fit for becoming a Bureaucrat. The standard for CSS has to be radically redefined, we need highly skilled civil servants who have specific skills and education to perform their unique tasks. Bringing CSS test age down to 18-23 will make sure the number of candidates is high, so is their quality. They then will be given a 4 year training program to develop their skills before they get commissioned as a BPS-17 servant.

Agreed.

The test is also very Ratta based. That needs to changed. And different areas of civil service should have different questions.

Question 1:- If your Prime Minister is convicted in the Panama Papers case, do you
a) Be honest in your approach and work for the country, without corruption
b) Take more money, who knows how much longer you'll be able to do corruption?
