His power is constrained by numerous institutions: a free press, the US Congress, half of which is controlled by the Trump opposition party, numerous US District and Appellate Courts and the US Supreme Court, the deep state professional bureaucracy, most of the USA cultural institutions such as entertainment, universities and NGO's; he must stand for re-election, and he is forbidden from being President for more than 8 years. Xi Jinping has no such constraints. Quite the opposite. All institutions of power in China are UNDER his control. That is how he holds power as a dictator, for life. However, he doesn't have a son, so his rule will not become hereditary. So, perhaps by 2040, when he is ~ 87, China will have a chance for a new direction....

He hasn't been able to appoint 30% of his cabinet level choices because of the constraints. He can't even get a oil pipeline approved to take oil out of the shale fields of North Dakota. He couldn't stop the FBI from investigating him for 4 years! And on and on with his agenda. Those American system constraints on him are absolutely real. You are totally ignorant about the US system.
