That's not even the half of it. Navjot Sidhu went to support his friend and must have subsequently asked for the opening of the corridor. That was where he did not go through Indian government, and took it upon himself to conduct almost government to government negotiations. The reason this irks the Indians is this was Pakistan was supporting the Sikhs as Sikhs and not as Indians. A step towards advancing a Khalistani movement where Sikhs think of themselves as Sikh and Khalistani and no longer as Indians.

Some one doing this in the US; a currently non-government official or private citizen negotiating on behalf of the government (or rebel faction with the US) would be said to be usurping the authority of the state, and it would be seen as treason. Its called the Logan Act.
