Whether the US and Israel commit war crimes is a different question, which comes from the fact Israel and the US participated in wars. Israel and the US never denied participating in those wars.

Israel denies responsibility for civilian casualties and says Hamas is to blame for those casualties, since they use civilians as shields for their action.

Basically, Israel recognizes the facts but doesn't recognize the blame, which is a very basic principal in the judicial system, take for example a car crash. It's a fact if a car has crashed and people got killed, but is it necessarily the drivers fault?

The difference between China and Israel, is that China doesn't say it isn't to blame for, it's simply denying the facts.

It's logical for people to either agree or disagree with the stance that says Israel is to blame for the killing of Palestinian people since it's a fact it happens.
