How the Top 500 list is complied? Based on the number of super-computer each country BUILT or OWNED, or both? How many of those 76 super computers China has were built in China?

Owned, and in most cases the owned are also built. Note that supercomputers are not treated as normal tech/merchandise, both US and China have tight and specific restrictions on export, even complete ban. I believe Japan has similar legislation or policy, need to re-check on that.

So many countries have the capability building their own super computers. Good to know!

The US, and I believe Japan as well, has export control policy/legislation specifically applied to a very-short-list of countries, not a complete ban. Many other countries incapable of building their own are still free to purchase under normal commercial terms.

China adopts a complete export ban policy.

9 is good enough my friend. We dont even have 1. Since 1994, R&D for many of high technology projects were cancelled. What a pity, i went back to regular academic life.

Wats the big deal about these super computers when they are being just measured by their crunching power ?
What are these super computers really being used to achieve? If they are being used to predict weather have they been successful ?

Lets not get into mundane measurement stuff, intel does faster than amd but it makes no difference to me if it is 30 milliseconds or extra 3 frames. Lets look at what we really achieved or can achieve with these systems.

They have their niche use - especially in the field of cryptoanalysis, this absolutely a must as well as highly intractable problems within computer science. The other area we had used them before was in the area of simulation; however now, many large clusters can deliver pretty powerful performance without the need of very complex supercomputers.

It is not what you get in Market... it is indigenously developed by countries for various operations they can perform in field of weather, oil and gas explorations, quantum mechanics etc.. sometimes parts can be purchased but not whole supercomputer...

I am not a expert but I think all were built in China(except some chips which Intel makes).
