Bangalore: Asserting that India was not buckling under China’s pressure, external affairs minister S.M. Krishna on Saturday said there was no compulsion to approach World Bank or any other funding agency to take up projects in Arunachal Pradesh.

“Well if we can find internal resources to take up these projects, where is the compulsion for us to go to World Bank or Asian Development Bank or some other agency,” Krishna told reporters.

As of now, for every project in Arunachal Pradesh, the government has been able to tie-up internal resources, he said responding to queries about a media report which, citing a World Bank “document”, quoted him as having said India would not pose any Arunachal Pradesh specific project to the Bank.

The report also claimed the Chinese executive director on the Bank board was insisting on operationalisation of Krishna’s purported statement.

“No certainly not. I think it is not quoted correctly. I have never said India is going to abandon any projects either in Arunachal Pradesh or in any other pradesh (states),” he said, when asked about the report and if India was buckling under China’s pressure.

Arunachal Pradesh was a part and parcel of “this great country of ours and we certainly would take up projects for development of people of Arunachal Pradesh”, Krishna said.

He said if the necessity arose and the country was starved of funds for taking up projects including in Arunachal Pradesh, “.. then perhaps it is hypothetical question”.

Krishna noted in the recent (assembly) elections 76% of people turned out to exercise their franchise. It only indicated the determination and resolve of people of Arunachal Pradesh to fully get themselves integrated in only democratic process.

Bridges across Dibang river cabinet gives a go ahead

New Delhi : The Cabinet Committee on Infrastructure today gave administrative approval to undertake the project for construction of bridges across Dibang river system and connecting road between Bomjur-Meka on NH-52, covering a length of 18.95 km.

It also approved construction of bridge across river Lohit at Alubari Ghat and connecting road between Chowkham-Digaru covering a length of 12 km in Arunachal Pradesh at an estimated cost of Rs 725.67 crore under the BOT (Annuity) basis.

The CCI also approved award of the project on Design, Build, Finance, Operate and Transfer (DBFOT) basis following the annuity model approved by the Cabinet for four roads of Arunachal Pradesh Package of Roads and Highways under SARDP-NE.

There would be a total concession period of 17 years and twenty-five semi-annual annuity payments on the basis of accepted bid to the Concessionaire during twelve-and-a-half years after successful completion of the road.

Expenditure on the project in question would be incurred out of the budget allocations for SARDP-NE.

The project road would provide all-weather connectivity between Bomjur and Meka section of NH-52 of Arunachal Pradesh. The road would also greatly facilitate the security/defence agencies to combat anti-national activities and threat in the border areas.

Lower Siang project work planned for 2011

Jaiprakash Power Ventures Limited (JPVL), a subsidiary of Jaypee Group, is expected to start work on the 2700MW Lower Siang project in the Indian state of Arunachal Pradesh in 2011, as soon as environmental clearance is given for the scheme.

According to reports from Business Standard, JPVL has received techno economic clearance for the project, with environmental clearance expected by the end of this year. Work will then start early next year, with the project developed in two stages as 1500MW and 1200MW. Business Standard reported that the first stage would be commissioned by 2017, with the second in 2020-21.

Arunachal students say no to Chinese goods

In an ingenious way to protest much reported ‘China’s claim’ over the frontier state of Arunachal Pradesh, the All-Arunachal Pradesh Students Union (AAPSU) has launched a statewide campaign for boycott of Chinese goods that have flooded the market in entire region, thanks to numerous clandestine trade routes.

Even restaurants in Arunachal Pradesh twin capital cities of Itanagar and Naharlagun have been asked to drop all Chinese delicacies from menu or face stern actions from the students’ body. “Though we are now focusing the campaign against Chinese goods and food items in Itanagar and Naharlagun, the same is being spread to all over the state to register our protest against China’s repeated claim over our state that is very much part of Indian territory,” AAPSU president Takum Tatung told The Tribune over phone from Itanagar.

To drive home that they meant business, AAPSU members earlier this month made a bonfire of Chinese goods in a market complex in Itanagar besides burning effigy of Chinese premier Hu Jintao. They threw a range of Chinese products from mobile handsets, readymade garments to toys to the fire. The AAPSU move against Chinese goods and food has been backed by the Arunachal Chamber of Commerce and Industries.

There is something I cant understand: If World Bank fund is not needed, then why did indian attempt to get it? If World Bank fund is not needed, why didnt indian to find internal resources at first? Or indian failed to get World Bank fund and just say "World Bank fund is not needed" to save his face? Who can answer me?

Well WB loans usually come with lower rates of interest (unless there is something seriously wrong with a country) as compared to domestic funds. So for a country like India there's no harm in using them. But you are right, these statements only came out when we didn't get the WB funds.

dear member..this words is for arunachal ,which is one of the state of india..but, remember there are more 28 states in india..we needs money for the development..
look we have just started developing.so we need money for over all development...LPG policy came in action at 1991 in india..and what we see today is the result of that..still, we have long way to go..many challengers aganist us...thanx .looking more of these type of constructive debates l with chinese bro.that only way to have more knowledge about each other...

Thank you for your answer, and as a chinese I should not support to WB loans to south tibet, but as a human being I am really wanna such these projects will change the live condition for those people who are living in south tibet and suffering starving. So I think using indian internal resources maybe the best way for the projects in south tibet.

I'm not biasing. But you have got to understand the fact that, using the word "South Tibet" for more than one time in your post or screaming at top of our voice might not change anything in favor of you or your nation since it is currently administered by India.

Bcoz there is a disputed area both claimed by china and india. And before the result come out, there is nothing wrong of chinese call there South tibet. And I dont know which part of my saying is not "Speak realistically". It seems that in you mind onlly calling south tibet "Arunachal Pradesh" and agree south tibet is apart of india is speaking realistically, but the other impression is not Speak realistically. I really cant understand your logic. You occupied an area and let the people vote your leader and then claim that area is integral part of india....... Everything is done by indian alone, no one accept that. This kind of territory issue should be disscused by both sides who are claiming that land or send the issue to UN for judgement. Things dont go like bcoz you did something then the disputed area is belong to you, it doesent work.

india has actually displaced the native population of south tibet with indians.

that is why voter turnout is high - the colonials took the land from the natives and then vote to keep the government that conquered land for them in power. no thought, of course, is given to the natives.

sounds much like the british. perhaps if britain still ruled india, we would be able to negotiate with them for south tibet back.
