And if you had cared to read, you would have noticed that I was talking in the broader / general context. Where such individuals you mention are welcomed and based on their posting history indicating their intent is considered before applying the Indian "neutrality".

I am also talking in the broader, general context, where I had never before objected to the constant drumbeat of abusive posts from a dozen Pakistani members, all of whom are very well known, including by you. Please don't lecture us on who is considered what; some of us have paid our dues, indeed, more than our dues, including being accused of being pro-Pakistani traitors for trying to see the Pakistani point of view.
There might not be a universal pattern of "personalities", but there is a universal pattern of trolls. More so coming from the Eastern side.
Bluntly, rubbish. The trolls are hugely distributed; no cardinal direction of the compass has a monopoly.
A general pattern I have seen is this: An innocent looking thread is opened first, and then it takes no more than a few posts when the discussion is cleverly turned towards how Sikhs, Christians and Muslims are murderers, how Islam teaches violence, how modern day India is in fact thousands of years old civilization and how Pakistan has abandoned its roots and hence no right to call it the true inheritor of Indus Valley Civilization.
Why have you not noticed the other general pattern, where, out of the blue, in the middle of an otherwise sane discussion, some lunatic jumps in and abuses Hindus, their objects of religious devotion (variously called animals, elephants, four-armed freaks, blue-bodied freaks, and so on and so forth ad nauseam), their worship of the cow, their weakness for all the excrement of a cow, their family habits, including, I believe, their propensity to marry their siblings, not their cousins...do you recognise the pattern, or should you now want proof in terms of actual citations?

It should not, any more than the other stream of filthy abuse should be allowed. Have the manhood to stand up and acknowledge the faults on your side.
You are seasoned enough to know these trolls as well and when you try to justify them for whatever personal reasons, it is hard to overlook the tilt.

To sum up: Reasonable posters, from wherever they are, should be welcome.
Applying Indian "neutrality" on the rest of the troll brigade would be way to safeguard this forum.
