Will China Save Venezuela?

I have been saying this more than a month ago, Russia isn't the one in the biggest trouble over the plummeting oil price, Venezuela is the really vulnerable one. Its social stability and alternative industry is nowhere near the level of Russia.

Hugo Chavez, when he came to power, may have had good intentions (spread the wealth more to the common people). Unfortunately basically nationalizing crucial industries didn't help. He ended up creating a welfare state.

Xi reaffirms commitment of assistance for Venezuela

Numerous agreements made before start of first Latin American ministers'forum, which opens on Thursday

President Xi Jinping voiced his resolve to back Venezuela, whose economy is reeling fromtumbling oil prices, when he met with Venezuela's President Nicolas Maduro onWednesday in Beijing.

The meeting was one of several between Xi and Latin American leaders that yielded a raftof agreements and pledges of closer ties between China and the region.

Those meetings preceded the first ministerial forum between China and the Community ofLatin American and Caribbean States, which was set to open on Thursday.

China's financial support will help countries like Venezuela to overhaul their oil-dependent economies, which have been hit by a steep decline in the price of crude oil. Itwill also nurture markets for China, analysts said.

"China supports Venezuela's efforts in restructuring its economy and places greatemphasis on manufacturing", Xi said. He called for closer cooperation in oil development,infrastructure and technological innovation.

Both countries should take better advantage of the China-Venezuela High-Level Mixed Committee and financing systems, allowing funds to target energy, mining, agriculture and industry sectors, Xi said.

The committee is a key mechanism for both governments to engage in cooperation,including the oil-for-loan agreements under which oil and fuel shipments have been usedto repay debts.

China is Venezuela's second-largest trading partner and oil customer and has already agreed to billions of dollars in loans for Venezuela.

There was no immediate information about whether Beijing has promised additional loans to the country.

Venezuela, which is estimated to have the world's largest oil reserves and gets 96 percentof its foreign currency from oil exports, confirmed last week that it has entered a recession.

High inflation and shortages of basic goods have spread pessimism about the ability ofCaracas to meet debt obligations as oil prices have hit five-and-a-half-year lows, shrinkinggovernment revenue.

Wu Baiyi, head of the Institution of Latin American Studies at the Chinese Academy ofSocial Sciences, said Beijing is likely to offer more loans to Caracas during Maduro's visit as their partnership allows China to lend support at a critical time.

"But China would like Caracas to spend the funds in the most needed areas instead of justsolving today's emergency, and that means developing a more sustainable, high-quality economy," Wu said.

Indeed. Structural issues that cannot be blamed entirely on the present government. I guess such a situation of over-dependence on a single source of income cannot be sorted out quickly. But, at least, there seems to be an understanding of the situation and China's encouragement in this respect is constructive. Of course, the initiative rests squarely on the people and the government.

as long as they still have the resources we need, it's not a bad deal for china. pressure is on themselves now, if they dont change the model, they will just end up being looted every time a commodity cycle is over... then some from west will accuse china of 'neocolonialism'...

But the problem is that cyclical crises (which are at times geopolitically constructed as the present lower oil prices show) leave the resource dependent nations open to foreign interventions because there are certain countries which are able to mobilize popular discontent to destructive civil strife and war. It is, therefore, to China's interest to assist these nations to achieve a greater level of independence and flexibility. It is morally and rationally better to earn money from constructive development rather than from the demise and suffering of others. That's why China's insistence on the use of the funds on building up a more diversified economic base is commendable.

agreed. it's in our interest to help them. but i'm still skeptical of how much real work can be done. those resource dependent countries don't have very good records on reforms. this Dutch disease is difficult to handle.

Venezuelan President Nicolas Maduro says China has agreed to more than $20 billion in investments in his country.

Maduro made the announcement on Wednesday during a visit to the Chinese capital, Beijing.

“We scooped up more than $20 billion in investment,” Maduro said following a meeting with his Chinese counterpart Xi Jinping.

Xi also said that Beijing had agreed to “strengthened cooperation” between the two sides.

According to Venezuela’s AVN news agency, the investment deal includes areas such as technology, housing, and urban planning.

The meeting between Maduro and Xi was the third of its kind; the two leaders had last met in July 2014.

Earlier, Venezuela, a member of the Organization of the Petroleum Exporting Countries (OPEC), announced that it had entered recession following a huge drop in global oil prices.

The price of Venezuelan crude, which provides 96 percent of the country’s hard currency income, has almost halved to USD 46 per barrel since mid-2014. The country’s annual inflation rate also reached 63.8 percent, which is among the world’s highest rates.

China is Venezuela’s largest investor. It is also the second-largest purchaser of Venezuelan oil.

China currently purchases 640,000 barrels of oil from Venezuela per day, an amount that Caracas wants increased to one million barrels a day.
