Why we need a strong cyber policy and implement it.

I have been off lately but today I opened up the people who I keep an eye on. I was not Surprised to find this.

We talk about having an "E-Government" but our government websites still lack SSL certification/ encryption protection.

And not just this our bureaucrats and government workers lack proper training when it comes to individual cyber safety. They will open anything they see on internet or anything sent to them as bait without caring that what they are opening can be dangerous that too without scanning the stuff.

These small things can open door for hackers to not just steal data once but create back-doors through which they can access the system whenever they want to.

We need to protect our websites and servers online. We have countless people or organisations which can do this. All residing in Pakistan. What it needs is recognition of the problem and willingness to solve it.

Secondly we need to educate our govt workers about being safe online.

Lastly but most importantly we need to be offensive towards the enemies. When it comes to cyberspace defence is good but there is always a way for enemy to attack but if you can attack back ten folds then it will halt the enemy from attacking as they will have to think before attacking that if they attack will it be worth the loss they will face afterwards.


Government can organise all the patriotic hackers in order to attack back.

As far as I know there are many groups already there which include

Green Havildar which is considered an APT

We have hobbyists or hackers which surface time to time (many hackers in one of these groups are part of other groups too)

Team Leets
Pakistan Teen Leets
Pakistan Cyber Attackers
Pakistan Haxor Crew

And some with funny names like
Mango Warriors and Haji TenShion Group

This should naturally be a mantra for ministry of IT, to prioritise this task. It’s their job to highlight it on a national level and do something about it.
As I see there are several ways to accommodate it.

1. Close cooperation with universities. The IT security subjects must be continuously updated with relevant threats seen on global plan.
2. the media must highlight the problems Pakistan can face if cyber attacks cripple our society.
3. Many militaries around the world have cyber command wings. Depending on how Pakistan chooses their setup, whether cyber defence should be in the hands of a civilian cyber command or a military, they should monitor all in/out going traffic on the Internet. They must have protocols for how to engage in case of attack on Pakistani systems.
4. the military cyber command should exercise with friendly countries military cyber wings to be sharp.

Universities can be integrated in research on cyber threats and policy making.. media to create awareness..

And yes we desperately need several Cyber Commands..

Defensive under FIA which can collaborate with Western countries to develop defensive systems..

Millitary Offensive Under Pakistan Millitary which can collaborate with Russia China Turkey for offensive stuff as well as their own research on the offensive capabilities..

CENTAIC of PAF can provide AI capabilities for offensive attacks with Army leading the offensive command

Brutal offensive one under ISI for very offensive attacks (High rated APT level) which can collaborate with North Koreans and Iranians

And lastly there should be a Unit 8200 under MI kind of unit which takes bright kids from schools and trains them..
