Syrian crews were dispatched to Russia to learn how to operate the new systems. Later Moscow supplied the systems to the Syrian army and they were deployed on its territory. Although some 20 months have elapsed since the incident, not a single missile has as yet been launched from an S-300 battery in Syria at IAF aircraft.

There are three reasons for this: One is that the batteries have been under the total control of Russian advisers and operators, who are in charge of all the buttons.

The second reason is that those advisers are not permitting Assad’s army to launch the missiles. This is yet more evidence of the double game being played by the Kremlin since 2015, when it deployed thousands of Russian troops, aircraft and the most advanced S-400 defense batteries and warships, in an effort to save Assad’s regime.

On one hand, Moscow seeks to stabilize Syria, is assisted by Iran in that effort, cooperates with Assad and with Hezbollah on the tactical level against ISIS and the rebels, and also wants to reduce Israel’s involvement in Syria. But on the other hand, Russia turns a blind eye to attacks by Israel, and in so doing actually tactically encourages the campaigns against Iran. Like Israel, Russia too wants to see Iranian troops, Shi’ite militias and Hezbollah leave Syria.

The third reason why to date the S-300 batteries are not thundering through the skies is the fear in Russia that if they are indeed activated and miss their targets – it would demonstrate the technological and operational superiority of Israel and the West, which would hurt the pride of Russian President Vladimir Putin and his country's defense industries.

The only real reason.

PUTIN allow Israel to bomb Regime and Iranian military targets in Syria

even outdated S-200 shot down Israeli F-16 .... S-300s can destroy a few Israeli Fighter Jets but never can stop the Israeli Airforce in a large scale operation
The issue is the S-300 combined with other airdefence assets can pose a serious threat to Israeli airforce operation and disrupt their plans. But like you said, Putin doesn't allow them.

PUTIN allow Israel to bomb Regime and Iranian military targets in Syria
He cant do anything.

even outdated S-200 shot down Israeli F-16 ....
They fired at F-16 deep inside Israel. Minutes later Israel destroyed this S-200. That was single suicide action, which cant be repeated.

S-300s can destroy a few Israeli Fighter Jets
No, since S-200 incident we dont take chances anymore.

Isreali tested there F16 against Greece S300 multiple times. There is reason behind why Turkey bought S400.

Because those systems are downgraded crap and the Arab soldiers who are using it are incompetent.

To have an effective air defense you need a good early warning system coupled with a good airforce. If you are missing any of those two factors your air defense is useless. Air defense systems are not 100% accurate so you cant substitute them with Airforce but only complement them. Also early warning radars to pick up any incoming bogies at a reasonable distance to react in time not when it is almost on your arse. Turkey kept knocking out Syrian AD systems mainly bcz they lack both of these factors.

On the contrary if it succeeds in taking out prized assets, it would give huge boost to Russian technology to be superior to its western counter part which In return will increase the demand of such systems many folds.
Russia playing double game might be a reason and it is not seeking to pick a fight with Israel at the moment. Otherwise what better way to battle test your weapons than in a live theater such as Syria.

He can do many thing
but PUTIN is another pathetic slave to Israel
I am saying again PUTIN allow Israel to bomb Regime and Iranian military targets in Syria

even Turkiye doesnt need Airforce to destroy S200,S300,S400 in Syria

Turkish TRG-300 guided MLRS , J600T and KHAN Tactical Ballistic Missiles and KARGI anti radiation Drones will be enough

also 250km ATMACA land based Cruise Missile with RF+IIR seeker and GPS , INS , RA , Datalink for land attack capability to hit S200,S300,S400 in Syria

and KORAL , REDET land based Radar Electronic Warfare Systems

“Monkey version” terminology was generated by Soviets and this word is being used to describe “downgraded” variants that was developed for export markets. Russia is the pioneer of this marketing strategy and they know what would happen to their “monkey version” systems against a strong AF that is using not only aerial strike instruments but also electronic warfare sensors in whole scale. If you consider overall technological maturity level of general Russian systems against Western equivalents, De-activating the S-300 is a more logical choice. Otherwise, A new Russian SAM system will be “pantsirred” in front of World community.
