Russia is economically weak and get bullied easily. Israelis bullied putin not to sell S-300 and in response they will stop training and arming georgian military. Putin found excuses not to sell any sophisticated weapon to Iranians for years. Russian firms scams Indians for more money. Syria army don't have even a single decent weapon. Thanks to Russian negotiation, they even lose their chemical weapons.

Pakistan can buy weapons from Russia,but it would be very stupid mistake to consider them as Pakistan reliable friend or strategic partner.
