Why Pakistan is not building a cargo port in Ormara like its building in gwadar?

We all know Pakistan is building a port in Gwadar. And its also a fact that Pakistan has a fully functional Naval port in Ormara. But if Pakistan built a fully functional cargo and cruise port at Ormara, wouldn't that be a geographical and economical advantage to country?
 
Port terminals are planned at Jewani, Gaddani, Ormara etc. Investment isn't forthcoming for such a venture.
 
It already is planned.With the increase in Pakistan's trade and the development of Pakistan as a transit state for Afghanistan and other central asian countries,we will have no choice but to build more Deep sea ports along the pakistani coast

Yeah but if we talk about the development, its been 20 years and gwadar is still not developed, do we have to keep the same period for other ports or are we going to build them sooner like Chabahar or Sri lankan port?

Sri lanka case is different,

Chabahar is a failed port.Karzai just recently has again requested pakistan to open its route for india but Pakistan only bow to the UN convention of giving free access to a landlocked country only to warm water not to other countries.

This is the reason Pakistan is bypassing Afghanistan to reach central asia through china and than into tajikistan.The distance is hardly 40km
