There is no such thing as "Third Rome." The concept of Third Rome has been purely hypothetical and used politically by emerging European states on a regional level or by European rulers on a national level to establish or legitimize themselves as political and theological power. Of all the European states Germany might have a bigger claim as it was at the heart of Holly Roman Empire. However, none of the claimants has been accepted as the successor to the Eastern Roman Empire, theologically or politically. In fact, most of the claimants were politically and theologically opposed to the Eastern Roman Empire. Constantinople was a centre for Greek Orthodoxy, which was opposed by Western half that predominantly practised Catholicism. The Russians, on the other hand, were practising Russian Orthodoxy. By the time Ottomans conquered Constantinople it had already been reduced to a city-state in Europe thanks to invasions and plunder by the Crusaders. Needless to say, modern European states no longer seek to establish themselves as a theological power, and Russia would be last to do so.

Pakistan's did the same as well when they moved the capital from Karachi to Islamabad in the Mid 1960s anything close to body of water is easy for enemy invasion and take over

Moving the capital to Rawalpindi and then to Islamabad was more of a political move then strategic. If anything, Islamabad is much closer to the border then Karachi.
