For me reason lies in low budgets and inefficient municipal management. Vote for a Mayor etc only he shows dedication for the cleanliness and other municipal services.

to be fair richer countries have more money. better waste management better planning and better etiquettes that come with being civilized. when 50% of us Indians take a shit in the open you think we would worry about our city being clean? As our economy grows India will become cleaner on its own.
