I am guessing it is due to foreign dignitary visiting, and India trying to create a lower profile in International Media. One just have to remember the huge ruckus that was cased in the west when Agni 5 was tested, so I am guessing we are trying to play low for now and not draw unwanted attention towards our nuclear arms section.
