Why India needs NASAMS when it is getting S-400? : Dmitry Shugaev

Director of the Russian Federal Service for Military-Technical Cooperation (FSMTC) Dmitry Shugaev speaking to Indian media questioned procurement of Medium-range, network-centric National Advanced Surface to Air Missile System (NASAMS) air defense system by New Delhi from Washington when New Delhi is buying S-400 system from Moscow.

Shugaev said he couldn’t understand the need for procuring NASAMS. While Speaking on S-400 contract, he said, he was hopeful that final contract for procurement of S-400 will be concluded by end of this year. At the request of US Defense Secretary Jim Mattis, US lawmakers passed a defense spending bill that also seeks to amend another law that threatens secondary sanctions against countries such as India which conduct “significant” business with Russia if New Delhi went ahead with plans to buy Russian air defense systems.

India was directly in the line of fire under this law for plans going back from before CAATSA came into force to buy five S-400 air defense systems from a Russian company on the US list of sanctioned entities.

Purchase of NASAMS air defense system by New Delhi is largely seen as in India has a mean to keep Washington happy and for granting them a waiver. Out of the blue decision to procure NASAMS air defense system has stumped many defense analysts in India, who were unaware of India’s interest in the system until a decision to procure them were announced.

I'm sure India wouldn't procure any major weapons systems from the US, be it fighter jets or Network Centric Air-defense systems. It may go for naval systems to be used on our next Aircraft Carrier or armed drones

The shortest ranged missile in the S-400 is 40Km, while the longest ranged missile in the NASAMS is 40Km, so there is no overlap in capability anyway.

AAD and PDV are purely for the BMD role. NASAMS II cannot perform BMD, but it is capable of performing CMD. So they directly complement each other.

S-400 is a bit more flexible, since it can perform air defence also, but it does not have the smaller missiles of the NASAMS either. So the NASAMS can complement the S-400 also.

Plus, a single NASAMS battery has a lot of missiles dedicated for short range air defence compared to the S-400, 72 missiles vs 8 to 32 missiles.

Yes, and no.

The SPYDER MR radar setup is completely different from NASAMS. A single SPYDER-MR battery has only 1 FCR connected to probably 4-6 launchers. Otoh, a single NASAMS battery has 8 FCRs and 12 launchers. So you can distribute the system in a much better way across an entire city.

Also, the SPYDER-MR came in through a separate IAF program. There are two more programs, SPYDER-SR and DRDO QRSAM for the IA. There is another separate program under IN as well. And the NASAMS came in through a separate project for protecting Delhi. So these programs are designed not to conflict with the other programs just for the sake of commonality, requirements are paramount. Meaning, there is no mechanism to simply order more SPYDER-MRs for a different program just because the IAF has bought some.

And of course, while the NASAMS is already a very good idea for bolstering the defences of a city, the Americans use the same system to protect Washington DC, there are political benefits to an Indo-US deal as well. It's very rare that a weapon the US is offering is of interest to India. Otherwise most of their current offers are just lemons.
