Why India and Pakistan have multiple border guard agencies?

you take this forum too seriously, why should you bother what Indians/pakistanis think, I mean does anybody care what bangladeshis think? as long as you dont violate forum rules(and local law where you live) you can say anything you want... whats the point of having an anonymous online forum if I cant say what I want?
ontopic: ITBP was raised specifically as border force for a specific terrain,after we lost 62 war. BSF was raised after 65 war with pakistan.
Assam rifles or ssb are not really border forces as such. Any of these forces can be deployed elsewhere(inside India not on border) even if its not their primary duty.

Can't ITBP be merged with BSF? It seems BSF is the primary border force with ITBP doing complementary work. Won't having different agencies increase bureaucratic workload, something which is undesirable. Though it make sense to have railway police and special agencies to look after airports and ports. The one argument abt preventing coup made by @tested , makes sense. Decentralization of power between forces is good if your want to strengthen civilian gov. Though diverse country like india has ethnic diversity in armed forces , making coup difficult.

Pak has Panjab Rangers in Panjab.
Sindh Rangers in Sindh
Gilgit Baltistan Scout in GB
Mujahid Force in AK
Frontier Corps I in KPK
Frontier Corps II in Baluchistan
---

All above forces are armed with APCs,Tanks,Arty.. And have their own Special Forve

Additional we have Frontier Constabulary & Levies (tribal police armed with light weapons/mortars/lightl howitzers..

What would be the problem if all these forces are merged into one agency with simply border guarding duties. What's in a different name? That's my question. They can all have different branches for different provinces and terrain. I think one advantage (or disadvantage depending on your POV) of that would be it will strengthen the agency and give the civilian leadership complete control over a single powerful paramilitary agency , something army in PAK may not like? It can help PAK civilian gov to not depend on army for anti-terror ops and security emergencies if they divert defense resources from the army to the paramilitary. There r precedence of such cases in other countries including BD. You know, sheikh mujib made a loyal paramilitary named Rakki bahini which had more resources than the army , and the army was being continuously side lined in favour of the rakki bahini. In iran you have the revolutionary guards more powerful than the iranian military.
