Goodness, who woke you up today?! Right off the bat i would say, india's demand is different to that of Pakistan, your Army, Air Force and Navy is much larger, given your vast size and coastline. Don't forget the running costs of such an army; wages, pensions, maintenance costs, upgrade, replacement and repair costs etc etc.. How much of your overall budget is operational, after expenditure?! Exactly not a lot.
Furthermore, the self-proclaimed 'super power' has a pesky budget, in stark contrast with the US (Approx $500bn approx, total spending around $740bn approx), China ($132bn approx), Russia (planned $80bn this year). Therefore, the indian defence budget can be likened to crumbs/a charity fund. Moreover, india's defence budget is approx 9th largest in the world, even though india is one of the largest countries in the world, with the second largest population and an enormous coastline. Super power who?!

Pakistan is not and has never claimed/professed to be a 'super power'. India on the other hand.... What were you saying about Pakistan's defence budget?!

Just to put things into perspective with regards to China, (closer to your size and population) and to shed some light on the issue:
The Chinese have a nominal GDP around 5 times that of india, (PPP) GDP, around 2.5x that of india, exports of around $2.2 trillion approx, which is in stark contrast to india's apparent $315bn (approx) export. Moreover, China's foreign reserves amount to just under $4 trillion, dwarfing india's $320bn by manifolds. In conjunction to the vast economic-chasm witnessed between the two countries, there is the vast-military chasm which China enjoys also.
